Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our CPG Rapid Transit Commercial Management team is looking for multiple Manager(s), Commercial Management – Construction to join the team! You will lead and provide commercial construction support to the in office and onsite Project Delivery Teams, Contractors and Commercial Leads on the delivery of the Ontario Line Subway project.

What will I be doing?

  • Oversee financial management processes, including budgeting, forecasting, cost tracking, and reporting, to ensure fiscal discipline and transparency.
  • Support the development and the execution of the overall strategy for commercial management to ensure successful outcomes and value for money. Including interaction with various internal and external stakeholders (Project Team, Technical Advisors and Third Parties).
  • Work closely with field specialists and Project Delivery Team members to collect and review daily site records, including shift reports, safety, quality, staffing, access, and environmental data, ensuring accurate reporting and supporting commercial assessments.
  • Provide expertise in contractual interpretation and provide guidance to the alliance in the management of procurement, risk, change orders, timing, notifications, and dealing with disagreements.
  • Support commercial leadership and project delivery team by providing feedback and recommendations based on contractual requirements and construction progress.
  • Identify emerging problems, reports contractual claims, and leads the management and resolution of legal and/or commercial disputes involving vendors.
  • Monitor the storage and maintenance of completed construction records and logs for payment certification and contractual compliance.
  • Confirms the completion of regular audits and site visits conducted by specialized subject matter experts (SMEs).

What Skills and Qualifications Do I Need?

  • Bachelor’s degree in business, commerce, engineering, construction management, or a related field. Advanced qualifications (e.g. masters) in business, commercial management, accounting, finance, engineering, are highly desirable.
  • Demonstrated experience in roles related to the planning, design, construction, and operation of rail and/or transit infrastructure and services, and related works including experience managing large, complex, multi-year transit projects and/or operational contracts. Experience with P3 projects and/or Progressive models are highly desirable.
  • Sound knowledge and proven experience of commercial management and contract administration principles, procedures, and industry best practices.
  • Knowledge of contract administration and project delivery using alliance contracting terms & risk transfers and an understanding of relevant contract law/regulations.
  • Relevant certifications such as Project Management Professional (PMP), Certified Management Accountant (CMA), Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), Certified Internal Auditor (CIA), and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
  • Skilled in managing complex stakeholder relationships and fostering collaboration in an alliance environment.
  • Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues, identifying a priority ranking of issues and providing well-researched and concise answers to anticipated questions; to prepare strategy documents and issue reports.
  • Strong verbal communication/consultation skills to facilitate a balance between consultation versus informing of external stakeholders.
  • This role will require a regular on site presence at various project office locations within the future Ontario Line subway line
