As a Senior Buyer, you will implement procurement policies and procedures within Calgary Housing (CH), while working strategically with our clients. Primary duties include:

  • Develop sourcing strategies, educate and lead the client through the procurement process.
  • Compose Request for Proposals (RFPs), Request for Tenders (RFTs) and other RFx types.
  • Develop new construction contracts, templates and contract management documents.
  • Develop positive client, supplier and internal procurement relationships.
  • Recommend standardized approach of commonly used items or services.
  • Exercise independent judgement, while applying procurement principles and practices.
  • Develop actions for cost reduction and cost avoidance.
  • Provide guidance, training and mentoring to staff, using knowledge and shared experience on procurement practices, City of Calgary and public procurement law.
  • Establish vendor relations; enhance and evaluate contracts.
  • Ensure consistency of documentation, adhering to policies and procedures.

Qualifications

  • The successful applicant must have one of the following combinations of education and experience:
    • A High School diploma or equivalency (e.g. GED) and a completed 1-year certificate in Procurement; OR
    • Completion of a Supply Chain Management Professional (SCMP) Designation from Supply Chain Management Association (SCMA); OR
    • Completion of a Certified Public Professional Buyer (CPPB) and a completed 2-year diploma or associate degree; OR
    • Completion of a Degree in a relevant field of study.
  • In addition to the above educational requirements, at least 5 years of procurement experience that includes performing end-to-end Tender/RFP processes is required.
  • A valid Class 5 Driver's Licence (or provincial equivalent) with no more than 6 demerits and the use of a personal vehicle for business purposes.
  • Proficiency in professional public sector purchasing, construction contracting, residential procurement contract law and trade agreements.
  • Completion of a CPPO (Certified Public Procurement Officer) will be considered an asset.
  • Success in this position requires strong communication skills, a proactive and positive customer service approach, creativity, adaptability, flexibility and resiliency.

  • A security clearance will be conducted.
  • Successful applicants must provide proof of qualifications.

Location: 200, 2535 3 Avenue SE

Compensation: Pay Grade 12 $47.01 - 62.84 per hour

Out-of-Schedule Rates: $51.69 - 69.12 per hour

This position is presently paid at an Out-of-Schedule
rate to reflect current market conditions. Should market

conditions change, the salary may be reviewed and

may revert to the base rate.

Days of Work: This position works a 5 day

work week with 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
