Job Description:

We are seeking a Senior Manager, Application Portfolio Management (APM) & CSDM Enablement to lead the enterprise Application Portfolio Management function and drive the strategic evolution of our ServiceNow APM capability toward a fully CSDM-aligned operating model.

This role is accountable for people leadership, platform governance, data integrity, and operating model maturity across the application lifecycle. The successful candidate will serve as the enterprise authority for APM, ensuring application data is accurate, governed, decision-ready, and aligned to regulatory, architectural, and operational standards.

This is a high-impact leadership role requiring deep expertise in ServiceNow APM, CMDB, CSDM, technology asset governance, and strong stakeholder leadership across Architecture, Engineering, Risk, and Application Owners.

This role is critical to ensuring the organization has a trusted, decision-ready view of its application landscape and a sound service model that supports operational resilience, regulatory compliance, and strategic investment decisions. You will shape how applications are understood, governed, and evolved across the enterprise.

KEY ACCOUNTABILITIES

APM Leadership & Team Management

  • Lead and develop the Application Portfolio Management team, including product owners, platform specialists, and data stewards.
  • Establish clear roles, responsibilities, and performance objectives aligned to enterprise technology and regulatory priorities.
  • Foster a culture of data ownership, accountability, and continuous improvement.

APM Governance & Oversight

  • Own the APM governance framework, including:
    • Data standards, mandatory fields, and quality controls
    • Intake, change, and exception management processes Application lifecycle state management (introduction- retirement)
  • Act as the final authority for application classification, rationalization, and portfolio decisions.
  • Ensure APM outputs directly support investment planning, risk management, and technology strategy.

CSDM Strategy & Enablement

  • Lead the enterprise transition toward a CSDM-aligned model within ServiceNow.
  • Define and operationalize:
    • Clear distinctions between Business Applications, Application Services, Technical Services, and CIs
    • Ownership, relationships, and data flows across the CSDM layers
  • Partner with CMDB, Architecture, and Platform teams to ensure end-to-end service modeling integrity.
  • Serve as the subject matter expert and change leader for CSDM adoption.

ServiceNow Platform Ownership (APM)

  • Act as the business owner for APM within ServiceNow, ensuring alignment to platform strategy and enterprise standards.
  • Drive backlog prioritization, enhancements, and roadmap delivery in partnership with ServiceNow platform teams.
  • Ensure integrations, discovery alignment, and downstream consumers (SAM, HAM, Risk, Finance) are supported.

Regulatory, Risk & Audit Alignment

  • Ensure APM practices support regulatory expectations (e.g., operational resilience, technology risk, audit readiness).
  • Provide clear, defensible evidence for:
    • Application ownership and accountability
    • Inventory completeness and accuracy
    • Lifecycle, risk, and dependency transparency
  • Partner with Risk and Audit teams to remediate findings and uplift maturity.

EXPERIENCE & EDUCATION

Experience

  • 8–12+ years in technology management, with senior leadership experience in:
    • Application Portfolio Management
    • Technology Asset Management
    • ServiceNow platform governance
  • Demonstrated success leading enterprise-scale ServiceNow APM implementations or transformations.
  • Hands-on experience operationalizing CSDM in a complex organization.
  • Experience in a regulated environment (financial services strongly preferred).

Technical & Functional Expertise

  • Deep knowledge of:
    • ServiceNow APM, CMDB, CSDM
    • Application lifecycle management
    • Data governance and stewardship models
  • Strong understanding of how APM supports:
    • Technology strategy
    • Risk and resilience
    • Cost transparency and rationalization

Leadership & Influence

  • Proven ability to lead teams through ambiguity and change.
  • Strong executive communication and storytelling skills.
  • Ability to influence without authority across large, federated technology organizations.

Preferred Qualifications

  • 3+ Years Experience with CSDM v4+ implementations
  • Familiarity with regulatory frameworks impacting technology asset governance
  • ITIL, COBIT, and ServiceNow certifications (APM, CMDB, CSA)
