Job Description
The Associate Vice President (AVP), Building Services and Public Safety, provides responsive, customer focused leadership to support clinical departments across Brampton Civic Hospital, Etobicoke General Hospital and Peel Memorial, ensuring each site’s physical environment fully supports safe, efficient and high-quality patient care. The AVP oversees the day-to-day delivery of facilities operations, public safety and parking through in-house resources and third-party service providers (i.e. Facilities Management, Parking, Security), ensuring consistent service quality, performance oversight, regulatory compliance and timely response across all Osler sites. This includes leadership of plant operations, maintenance, building systems, utilities, life safety systems and all supporting infrastructure. Working closely with clinical operations, capital development, and corporate functions, the AVP ensures operational readiness, risk mitigation and alignment with organizational priorities.
The role serves as a key decisionmaker and strategic partner, integrating immediate site operational demands with long range facility planning, sustainability initiatives and redevelopment activities.
Accountabilities:

Develop and execute the Facilities Operations and Public Safety and Parking Services programs aligned with the strategic plan, corporate priorities and long-range capital planning
-
Lead multi site operations including plant services, building maintenance, utilities, life safety systems and environmental infrastructure.
-
Establish performance indicators and operational standards to ensure reliability, efficiency and compliance
-
Partner with Capital Development to integrate operational needs into redevelopment projects and infrastructure upgrades
-
Ensure full compliance with applicable codes, standards and legislation
-
Oversee emergency preparedness for physical infrastructure issues, public safety and parking services and utility disruptions
-
Maintain comprehensive oversight of life safety systems and preventative maintenance programs
-
Provides leadership and oversight to Building Services Directors who manage operations related to plant services, utilities, building automation and environmental controls across all three sites (via third party contracts or direct staff)
-
Optimize maintenance programs using asset management practices and CMMS tools management practices and CMMS tools
-
Direct energy conservation strategies and sustainability initiatives
-
Oversee external vendor contracts, SLAs and performance metrics
-
Cultivate positive, collaborative partnerships with third-party service providers, proactively seeking win win solutions that enhance service quality, responsiveness and overall operational performance
-
Provide leadership to Public Safety and Parking Services teams
-
Ensure effective incident response, security operations, and safety protocols
-
Actively participate in incident investigations in partnership with Osler leadership (i.e. Occupational Health and Safety, Legal, Professional Practice)
-
Oversee parking programs, financial planning and infrastructure stewardship
-
Develop and oversee complex operating and capital budgets; identify operational efficiencies and reinvestment opportunities
-
Lead procurement strategies for major services, equipment and infrastructure
-
Collaborate with clinical programs, site leadership, corporate functions and redevelopment teams
-
Communicate operational updates, disruptions, risks and project impacts clearly and effectively
-
Represent Facilities Operations at executive committees, planning forums and working groups
-
Lead, coach and develop directors and managers
-
Foster a culture of accountability, service excellence and continuous improvement
-
Support talent development, staff engagement and succession planning
Qualifications
-
Bachelor’s degree in facilities management, engineering or related field
-
P.Eng., CET or equivalent certification required
-
Project Management Professional certification is an asset
-
At least ten years of progressive leadership experience in large complex capital planning and project execution in a health care/hospital environment or a similarly complex institutional environment
-
Demonstrated success leading multi site operations and large technical teams
-
Significant business acumen skills and leadership essential
-
Proven experience managing significant operating and capital budgets
-
Familiarity with third party facilities management contracts, including oversight of service delivery, contract performance and compliance with scope and quality expectations
-
Strong knowledge of building systems (HVAC, electrical, mechanical, structural, life safety)
-
Expertise in asset management, energy management and preventative maintenance programs
-
Understanding of regulatory and accreditation requirements for complex facilities
-
Broad knowledge of the business of health care institutions/hospitals including, finance and funding models, human resources (union environments), clinical environments and service provider relationships
-
Exceptional communicator and relationship builder, effective at promoting collaboration and managing change
-
Proven ability to work with diverse stakeholders, manage competing agenda and priorities and translate complex information across functions
-
Demonstrated ability to manage large projects, keep stakeholders effectively involved in the process and meet key milestones and deadlines
-
Understands the political nature of health care and its impact on the community that it serves
-
Strong ability to conceptually understand the linkages between all components of the organization to support the delivery of services and achieve strategic goals and objectives
-
Ability to impact and influence key decision-makers, working across organizational and cross-functional boundaries
-
Demonstrated ability to establish strong, effective working relationships with other senior leaders, physicians, community partners and other service providers through consensus-building, conflict resolution and negotiation skills
-
Continuous quality improvement orientation with an ability to inspire staff at all levels to continually evaluate and search for new and innovative ways to meet goals and objectives
