About the role
Role: The Facility Services and Occupational Health & Safety (OHS) Manager oversees all custodial, parking, and OHS operations, ensuring the Centre’s building and grounds are safe, clean, accessible, and well maintained. The position is responsible for risk management processes for facility accidents and collaborating as required with the Sr. Duty Manager for incidents. The role is the main point of contact with external vendors related to facility cleaning, the grounds, the parking lot, and OHS. As a key member of the MNP Community & Sport Centre management team you will also oversee the safety at our Centre.

Leadership:

- Recommend annual goals for Facility Services and OHS in alignment with the Centre’s annual goals and the Centre’s long-term strategic plan and ensure your team achieves these goals.
- Ensure training is provided for areas of responsibility for the development of staff to meet established job expectations, and product and service knowledge standards including the delivery of job specific training for new hires.
- Partner with HR to recruit and onboard new hires in areas of responsibility.
- Serve as the Centre’s Health & Safety leader and subject matter expert, championing a culture of safety and legislative compliance.
- Establish solid working relationships within the team, other departments, and customers to ensure a cohesive working environment.
- Ensure effective communication within the areas of responsibility internally and externally.
Health & Safety

Ensure full compliance with applicable federal, provincial, and local health and safety legislation.

Lead internal audits and inspections; and coordinate responses to regulatory and incident and accident investigations.

Recommend and/or introduce changes to work conditions, policies, and procedures to ensure efficiency and safety of daily operations and compliance with all health and safety regulations.

Review and stay current on applicable OHS legislation, amendments, and best practices to optimize occupational health and safety programs.

Support the Facility Operations Manager and Prime Contractors in coordinating health and safety orientation for contractors working on site, ensuring hazard control and compliance with applicable Alberta OHS codes and MNPCSC specific policies and procedures.

Ensure processes are in place and maintained to orient contractors, communicate known hazards, and monitor contractor compliance with the Centre’s and applicable OHS requirements before and during work.

Provide ongoing communication related to the OHS Management System (“OHSMS”) and corporate health and safety initiatives.

Evaluate and measure departmental OHS programs including program recommendations and system improvements.
-
Ensure the Emergency Response Plan and Manual are kept current and communicate changes to impacted stakeholders as required.

Plan and organize Centre wide emergency drills including regular emergency procedure tabletop exercises.
-
Update the organizational monthly scorecard with accident data including recommended actions to minimize accidents.

Draft the quarterly and annual Health & Safety report.
-
Present the annual Health & Safety report to the Board of Governors as requested.
-
Manage Health & Safety initiatives and projects for the departments to mitigate risks and support change. This includes development and training delivery.

Work alongside HR and departmental leaders to provide safety training for staff to meet established job expectations, and product and service knowledge standards including the delivery of job specific training for new hires.

Conduct and update job hazard assessments in collaboration with departmental leaders for all work areas and roles.
-
Conduct thorough accident investigations and implement corrective actions, including communication, training, and follow-up with staff, contractors, customers, or visitors as required.
-
Monitor and analyze reported hazards and near misses, identifying trends and implementing corrective actions as part of a continuous improvement approach to injury prevention.
-
Work alongside departmental leaders to ensure appropriate hazard assessments, safe work procedures, and exposure control plans are in place for high-risk areas including pool operations, chlorine gas handling, confined spaces, and mechanical/electrical systems.

Ensure coordination of all registration, administration, planning, and delivery for Red Cross Blended Learning First Aid/CPR certifications and recertifications.
-
Work alongside HR to ensure WHMIS certification for required employees.
-
Lead facility debriefs for all major emergencies and follow up with all necessary stakeholders with the support and direction from the c-suite.

Establish partnerships with emergency response services to ensure best practices are implemented.

Lead Health & Safety related training at department in-services as required.
-
Work alongside departmental leaders to ensure Safety Data Sheets (SDS) are maintained for all cleaning agents used in the facility.

Work alongside third-party consultants to provide ergonomic assessments for staff as required providing recommendations for improvements.

Collaborate with the City of Calgary (as the building owner) as required and comply with Health & Safety requirements outlined in the lease and operating agreement.
-
Promote psychological health and safety by identifying psychosocial hazards, supporting mental wellness initiatives, and collaborating with Human Resources on accommodations and support mechanisms.

Ensure proper documentation and retention of health and safety training records, hazard assessments, inspection reports, accident investigations, and corrective actions in accordance with legislation.

Act as the subject matter expert for Safety Culture
Planning and Organizing:
-
Oversee/prepare schedules for custodial and parking lot teams that meet business needs, ensuring shifts are adequately filled.
-
Manage and liaise with all Facility Services and OHS contractors specific to the needs of areas of responsibility while ensuring fair and competitive pricing.
-
Manage Centre-wide employee and contractor access systems including key distribution and swipe card access, ensuring appropriate permissions and recordkeeping.
-
Ensure maintenance of the accident and incident software in collaboration with the Sr. Duty Manager.
-
Plan and supervise all custodial activities, including cleaning, sanitizing, waste management, and recycling programs.
-
Supervise the development and implementation of cleaning schedules ensuring all areas are cleaned and maintained to the highest standards.
-
Supervise Custodian Shift Lead(s) in completing regular facility inspections to ensure adherence to cleanliness and hygiene standards.
-
Address any issues promptly and implement corrective measures to maintain a high level of cleanliness.

Complete and submit Facility Services payroll on time.
Legendary Experience:
- As required, assist customers and tenants by providing prompt, sincere, and professional responses to questions, concerns and accidents that arise; striving to exceed their expectations.
- Manage the parking lot operations and maintenance including signage, pavement repairs, line painting, parking lot sweep, and curb repair.
- Ensure buildings and grounds are kept safe, clean, attractive, and well maintained.
- Function as a first point of contact for tenants for day-to-day matters.
Business Sustainability:
- Prepare the draft Facility Services and OHS operational and capital budgets, and forecasts.
- Administer and achieve the approved Facility Services and OHS operating and capital budgets.
- Critically review and approve purchase orders and invoices for Facility Services and OHS within approved delegation of authority.
- Explain significant monthly Facility Services and OHS financial and scorecard variances.
- Explore cost savings and efficiency opportunities in areas of responsibility.
- Ensure sufficient janitorial and health & safety supplies are on hand and used appropriately.
- Ensure SOPs for Facility Services and OHS processes are documented, updated regularly, aligned with best practices and communicated through training.
- Monitor and evaluate vendor and contractor performance related to Facility Services and OHS, ensuring service delivery aligns with budget, scope, and quality expectations.
- Manage furniture replacements and repairs.
- Plan and coordinate internal office relocations, including space planning, furniture moves, IT coordination, communication with impacted departments, and minimizing disruption to operations.
Fire Warden:
- Rotate with other Centre Fire Wardens.
Contract Management:
- Manage Centre contracts including external cleaning, pest control, fire suppression, mats, radios (including ensuring all radios are maintained and in good working condition), recycling, vending machine, waste, and window washing, and snow removal.
- Support the Facility Operations Manager with maintaining the fire suppression system.
- Support tenants with safety, custodial and parking related matters.
- Regularly audit work conducted by external cleaner implementing course correction if and as required.
Committee Involvement:
- Regularly attend and actively participate in Manager meetings and regular one-on-one meetings with the HR Advisor.
- Lead, train, and recruit members of the Joint Occupational Health & Safety Committee ensuring compliance with Alberta OHS Code requirements and promoting employee involvement in health and safety initiatives.

What You’ll Need:
Qualifications:
- Bachelor’s degree in OHS, or a related field an asset.
- Completion of or current enrollment in certificates such as Certified Safety Professional and/or Occupational Health and Safety Technologist preferred.
- Current knowledge of Alberta Occupational Health & Safety Act, Code, and Regulation as well as industry best practices.
- Proficient with emergency response planning, contractor safety management, and accessibility standards.
- Minimum five years of experience in health & safety.
- Experience with custodial and parking an asset.
- Previous experience in a leadership capacity.
- Experience preparing budgets and forecasts.
- Experience with multiple stakeholders and responding to complex emergency situations.
- Solid conflict resolution, collaboration, and people management skills.
- Excellent teamwork and team building skills as well as ability to work independently with little supervision.
- Ambitious, driven, accountable, thrive in a dynamic environment.
- Effective communication skills (verbal and written) that allow adaptability to a variety of stakeholders.
- Proficient with Office 365 specifically Outlook, Word, Excel, SharePoint, and PowerPoint.

- Current certifications in CPR Level C and Standard First Aid.
