Position Overview Reporting to the Vice President, Information Technology Enterprise Resiliency, the Director, operational Resilience leads the development, implementation and oversight of the company’s Operational Resiliency Program company-wide ensuring an effective program is in place and successful within the lines of business. This includes oversight of the business continuity program and related support programs. This role is responsible for ensuring CIBC Mellon understands its critical operations, functions and dependencies, and risks to CIBC Mellon are identified, assessed and managed.
This role provides leadership, oversight and effective challenge in risk management processes, tools and programs which support operational resiliency, deficiency management, and risk monitoring. The Director provides guidance to business unit management, and collaborates with control groups and peers in Risk Management and Governance to ensure a consistent approach of delivery and information.
Responsibilities
- Program oversight and support: Lead and support operational resilience tools and program activities (eg. RAS/KRI, RCSA, Incident Reports, Risk Reviews, Control and Deficiency Management, Governance, etc…) including providing support to other Lines of Defence. This includes leading the design and implementation of tools and systems used for critical operations, and support for third party and business continuity controls and issues management.
- Operational resilience oversight and support: Lead and support the design of critical operations oversight at CIBC Mellon, including providing effective challenge of life cycle components (eg. process maps, tolerance for disruption statements, scenario tests, etc…) aligned with OSFI’s E21 Guideline.
- Collaboration, relationship building and effective challenge: Establish and manage relationships with business units, control groups, and third-parties. Develop heightened awareness and provide effective challenge regarding operational resilience, third party risk management and business continuity risk management across CIBC Mellon. Regularly communicates complex operational resilience concepts to internal stakeholders and vendors, influencing decisions, persuading partners and negotiating outcomes through both written and verbal channels.
- Risk governance and regulatory compliance: Work closely with Operational Risk and Governance peers and key stakeholders to ensure relevant frameworks, policies, standards and user guides are operationalized, monitored for compliance and effectively challenged, and adhere to regulatory requirements (eg: OSFI E21, OSFI B10). Educate and train business units on operational resilience framework and associated risk policies and standards.
- Metrics and reporting: Lead and support reports for delivery to the Board, Senior Management, governance committees on operational resilience matters related to third party, business continuity, or our critical operations. Highlight risk level, outlook, issues and mitigation strategies/plan; support the development of key risk and performance metrics to monitor resilience risk.
- People Leadership: Perform people management responsibilities; set performance objectives for direct reports, conduct performance reviews, train, coach, mentor, motivate, lead, and recruit new staff, including supervisory personnel. Oversee all aspects of resource management (selection, training and development, performance management, retention, recognition) and maintain current staff information such as current headcount, budgeted headcount, turnover, staff salaries, incentive/merit information and staff organizational charts so that service disruptions are minimized.
Qualifications Education/Experience
- You’re a certified professional - Advanced degree in Business or related field or equivalent professional experience with a minimum of 5 years industry-related experience.
- 5 – 10 years of progressive leadership experience within IT
Specific Knowledge & Skills (not Preferred Or An Asset)
- Experience in processes within the Operational Resilience, Third Party Risk Management, Business Continuity Management domains and strong knowledge in other activities that support operational resilience including Technology, Cyber and Data.
- Fundamental knowledge of Financial and Custody Administration applications, technology infrastructure and integration frameworks
- Working knowledge and experience using RSA Archer Resilience platform
- Understanding of OSFI’s Compliance frameworks or equivalent regulatory requirements
- Ability to influence results through decision-making and influencing key stakeholders
- Self-starter, very detail oriented and extremely efficient and effective working with and obtaining support from cross-functional teams
- Demonstrated ability to develop/coach team members and build a high performing team
- Exceptional communication skills, with the ability to adapt messaging to multiple levels of leadership

Job Specific Competencies
- The base salary range for this position is between $120,000 - $168,000 dependent on relevant experience.
