Position Summary:

As an integral member of the Privacy Office within the Division of the General Counsel and Chief Compliance and Privacy Officer (CCPO), the Senior Privacy Advisor will collaborate with members of the Privacy team, lead assignments, and report to the Manager, Privacy. The Senior Privacy Advisor has at least 5 years of relevant experience and demonstrated expertise in Ontario privacy legislation, including the Personal Health Information Protection Act (PHIPA) and the Freedom of Information and Protection of Privacy Act (FIPPA).

Accountabilities:

  • Acts as a senior subject matter expert providing advice and guidance on the application of FIPPA and PHIPA, including in response to privacy related inquiries, incidents, breaches and access requests
  • Prepares privacy impact assessments or reviews of new or changing projects, initiatives, and agreements
  • Handles operational activities for FOI access requests, including tracking requests; coordinating record searches; preparing notices to internal program areas, requesters and third parties prescribed under FIPPA; redacting records and preparing indexes of records; calculating, collecting and depositing fees prescribed by FIPPA; drafting decision letters; and disclosing records
  • Responds to and mediates access to information appeals and privacy complaints with the Information and Privacy Commissioner of Ontario (IPC) and supports settlements and solutions with the parties concerned
  • Performs or supports ongoing compliance monitoring activities such as auditing access to personal health information within THP’s health information management systems
  • Conducts research, maintains up-to-date knowledge of emerging privacy issues, relevant jurisprudence and developments, and interprets and analyzes complex information in order to provide advice and recommendations on specific issues and on trends, risks and opportunities affecting the hospital and the healthcare sector
  • Prepares complex and specialized documents, reports and statistical analysis related to privacy and access to information for the Privacy office, clients, and/or the IPC
  • Develops, implements, and delivers privacy training, orientation, and on-going awareness campaigns and communicates with internal clinical and enabling stakeholders to support hospital-wide privacy awareness and identification and minimization of privacy related risks
  • Liaises with external stakeholders such as the IPC and other hospital and community partners and participates in privacy related regional forums, conferences, and committees
  • Contributes to the hospital's privacy documents (policies, standards, baselines, guidelines and procedures)

Key Qualifications:

  • A post-secondary degree or diploma
  • Certifications such as CIPP/C or CIPM preferred
  • A minimum of five (5) years of related work experience
  • Working knowledge and expertise in PHIPA and FIPPA or the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
  • Familiarity with AI an asset
  • Strong and demonstrated understanding of applied privacy principles in the healthcare or public sector
  • Effective team player with concurrent strengths working independently .
  • P ro-active, accountable, and can drive projects from conception to successful completion with minimal supervision
  • Superior ability to work in fast paced environment and manage multiple priorities effectively
  • Excellent analytical, attention to detail, organizational, problem solving, and multitasking skills
  • Exceptional interpersonal and communication skills, the ability to build relationships, expertise in nuanced communication for sensitive situations, strong presentation, briefing, and language skills .
  • Keen judgment and exceptional strategic and critical thinking skills
  • Flexibility with work environment and ability to work remotely or in-person, depending on THP's and the Privacy team's needs
