About the role
Reporting to the Manager, Regulatory & Environment, the Advisor, Regulatory & Environment is responsible for: drafting, reviewing, and submitting various environmental and regulatory documents for ATCO EnPower; monitoring and supporting compliance and business performance activities; collaborating with technical and non-technical team members and liaising with regulators; implementation and continual improvement of the EnPower environmental management system; and identifying and assessing potential impacts of environmental and regulatory initiatives and risk on the development, construction, operation, and reclamation activities for ATCO EnPower.
Responsibility Area #1 – Develop and Execute Environmental and Regulatory Permitting and Execution Strategies
- Develop regulatory permitting/approval plans for ATCO EnPower projects, including identifying all environmental and regulatory requirements, potential impacts to project schedules from regulatory requirements, and potential risks to schedule from delays in obtaining approvals.
- Collaborate with technical and non-technical members of teams over the duration of project development and construction activities.
- Draft, review and submit regulatory applications in pursuit of ATCO EnPower business objectives.
- Identify and execute measures to mitigate environmental and regulatory risks on development, construction and operating activities.
- Liaise with and build positive relationships with regulators in the planning and execution of development and construction activities to ensure successful project outcomes.
- Support completion of environmental fieldwork and construction activities as required, including development of RFPs for procurement of third-party support.
- Manage/work with third party consultants to ensure completion of deliverables.
Responsibility Area #2 – Operational Compliance
- Provide ongoing support in support of regulatory compliance and for the routine measurement of compliance and conformance to internal and external standards.
- Support the development and submission of necessary compliance reports in the areas of air, water, and waste.
- Monitor regulatory processes and incidents and support resolution of regulatory issues. Track regulatory activities and commitments.
Responsibility Area #3 – Effective and efficient execution of reclamation and remediation activities
- Support the Asset Retirement Obligation (ARO) program.
- Work with regulators on innovative and adaptive solutions and closure of sites and to adapt and influence regulation/legislation as a stakeholder.
- Manage sites for liability
- Complete ad hoc field work on projects
- Provide scheduling and cost estimates for assessment and remediation projects.
- Evaluate and provide advice on environmental liabilities associated with the purchase and sale of properties.
Responsibility Area #4 – Establish Positive Relationships to progress ATCO EnPower strategies
- Establish positive working relationships, liaise, and collaborate with regulators in support of development, construction and operating activities.
- Effectively communicate with regulators to progress development and construction activities and support organizational understanding of relevant emerging energy development frameworks.
- Collaborate and establish partnerships with regulators and government agencies in the development of frameworks and/or regulations applicable to ATCO EnPower’s growth and operations.
REQUIRED KNOWLEDGE:
- Undergradutate degree in Atmospheric, Biological or Earth Sciences
- Minimum 5 years related experience working in the energy sector dealing with regulators and permitting in Alberta
- Strong understanding of the environmental and regulatory systems, frameworks and requirements associated with the development of energy and associated value chain projects in Alberta, including experience with municipal, provincial, and applicable federal regulators. Similar understanding in BC, SK or other provinces would be an asset.
- Strong understanding of the legislative and regulatory environment of ATCO EnPower’s business operations and activities (power generation, cleaner fuels, and natural gas storage).
- Professional experience and technical understanding in resource and energy sectors such as natural gas infrastructure, power generation, and clean fuels within Canada, particularly AB.
- Experience working with regulators including Alberta Energy Regulator, Alberta Utilities Commission, Alberta Energy, and Alberta Environment & Protected Areas, and knowledge of their requirements, regulations, and directives.
- Proven ability to interpret, implement and provide strategic direction on provincial and federal environmental assessments, permits, licenses and approvals.
- A proven track record and experience in all stages of the regulatory permitting processes for energy development projects in Canada, particularly AB.
- A proven track record and experience in the development, construction, operations, and remediation stages of energy development projects in Canada, particularly AB.

- Strong judgment and the ability to identify priorities and emerging issues.
