We are seeking a Payroll Manager that is responsible for overseeing all payroll and benefit administration for unionized and salaried employees. This role manages full-cycle payroll processing, ensures compliance with Canadian legislation and collective agreements, and administers employee benefits and pension contributions. The Payroll Supervisor also supports audits, reporting, and year-end filings while maintaining accuracy, efficiency, and confidentiality in all payroll operations.
Responsibilities:
- Extensive payroll experience in a construction environment, managing ~300 hourly employees (across multiple unions) and ~100 salaried employees.
- Skilled in full-cycle, end-to-end payroll processing using Sage 300 CRE (Timberline) , including:
- Input and validation of payroll data.
- Payroll reconciliation with the general ledger.
- Preparation of output files for bank uploads.
- Hands-on experience transitioning from paper-based timesheets to digital platforms, with direct support provided to field staff during implementation.
- Familiarity with ProCore considered an asset.
- Administration of employee benefits (health, dental, pension), including accurate enrolment, deductions, and remittances to third-party providers.
- Strong knowledge of Canadian payroll legislation , including statutory deductions and CRA remittances (income tax, CPP, EI).
- Proficient in interpreting and applying union collective agreements , ensuring compliance, and managing union remittances (dues, benefits, etc.).
- Skilled in conducting monthly, quarterly, and annual payroll account reconciliations to ensure accuracy and completeness of payroll expenses.
- Experienced in preparing and managing government reporting requirements, including Records of Employment, Employer Health Tax, WCB reporting, and garnishments.
- Supportive role in external payroll and compliance audits.
- Oversight of year-end payroll activities, including preparation and review of T4s and related statutory filings.
Requirements
- Over 10 years of progressive payroll experience in unionized environments, including a minimum of 5 years in a management role with demonstrated ability to mentor, train, and lead payroll staff.
- Active membership with the National Payroll Institute (Payroll Leadership Professional designation preferred).
- Strong accounting background; a degree in accounting or a related field is considered an asset.
- Exceptional attention to detail and process orientation, with proven ability to identify discrepancies, resolve issues, and implement continuous improvements.
- Strong interpersonal and communication skills, with the ability to build effective relationships with employees and union representatives.
- Demonstrated integrity, discretion, and professionalism in handling sensitive payroll and employee information.
