Design Manager - Telecommunications (Long-Haul Fiber Networks)
About the role
Position Summary BAAC Construction is seeking an experienced Design Manager - Telecommunications to lead the planning, engineering, and delivery of long-haul fiber optic network designs across Alberta, Western Canada, and select U.S. markets .
In this role, you will manage complex, multi-jurisdictional design programs from early route planning through Issued for Construction (IFC) packages. You will lead multidisciplinary internal and subcontracted design teams while coordinating closely with construction, permitting, environmental, and procurement groups to ensure designs are compliant, buildable, and delivered on schedule.
The Design Manager plays a critical role in aligning engineering outputs with construction readiness, regulatory approvals, and material procurement timelines. This position reports to the Senior Project Manager and provides clear, data-driven updates to senior leadership throughout the project lifecycle.
Key Competencies Telecommunications & Fiber Network Design
- Expert knowledge of long-haul fiber route planning, backbone architecture, outside plant (OSP) design, inside plant (ISP) integration, splice planning, strand assignments, and as-built documentation standards
Regulatory, Environmental & Permitting Expertise (Canada & USA) Strong Understanding Of Design Requirements Tied To
- Alberta Transportation and other provincial authorities
- Municipal right-of-way (ROW) and road crossing permits
- Utility owner coordination
- Environmental impact and mitigation requirements
- Western Canadian permitting frameworks
- U.S. state and federal agencies, including Departments of Transportation (DOT), environmental regulators, and local ROW authorities
Skilled at sequencing design deliverables to align with jurisdictional approval processes.
Project Scheduling & Controls
- Advanced proficiency in Microsoft Project for design scheduling, critical path analysis, dependency mapping, resource planning, and real-time progress tracking
- Ability to integrate design schedules with construction, procurement, permitting, and environmental review timelines
Leadership & Team Management
- Proven ability to lead internal engineering teams and coordinate subcontracted designers, surveyors, environmental consultants, and permitting specialists
- Strong capabilities in QA/QC oversight, workload planning, and performance accountability
Multi-Region Coordination
- Experience delivering projects across Alberta, Western Canada, and the United States, with the ability to adapt designs to varying codes, standards, environmental sensitivities, and permitting timelines
Risk & Issue Management
- Proactive in identifying route feasibility risks, land access constraints, environmental triggers, utility conflicts, and permitting challenges
- Implements early mitigation strategies to protect construction schedules
Stakeholder Communication
- Strong communicator capable of interfacing with senior leadership, clients, regulatory authorities, landowners, utility owners, and internal engineering and field teams
Primary Responsibilities
- Lead the end-to-end design process for long-haul fiber builds, including route selection, feasibility analysis, survey coordination, engineering design, and IFC package development
- Develop and maintain detailed design schedules in Microsoft Project, including dependencies with construction, environmental review, permitting, land access, and procurement
- Manage subcontracted engineering firms, survey crews, environmental consultants, and CAD/design teams
- Ensure all design packages comply with applicable regulatory, permitting, and environmental requirements
- Review and validate OSP designs, splice plans, bills of materials (BOMs), make-ready engineering, and construction drawings
- Coordinate closely with internal permitting and environmental teams to incorporate jurisdictional constraints into design deliverables
- Lead regular design coordination meetings and escalate risks or schedule impacts to the Senior Project Manager
- Provide progress dashboards, reporting, and executive-level summaries to senior leadership
- Oversee QA/QC for all engineering deliverables to ensure constructability and compliance
- Support construction activities through design clarifications, requests for information (RFIs), and field revisions
- Ensure accurate, complete, and timely as-built documentation
Qualifications Required
- 7+ years of telecommunications infrastructure design experience, with a strong focus on long-haul fiber networks
- Proven experience delivering projects across Alberta, Western Canada, and/or U.S. jurisdictions
- Advanced proficiency in Microsoft Project
- Working knowledge of AutoCAD, GIS platforms, and design QA/QC tools
- Strong understanding of municipal, provincial, state, and federal permitting processes
- Demonstrated experience leading multidisciplinary design teams
- Excellent organizational, communication, and problem-solving skills
Preferred
- Engineering degree in Civil, Electrical, Telecommunications, or a related discipline
- PMP or formal design management certification
