Our Capital Projects Group – GO & UP team is looking to hire a Director, Track Delivery. This dynamic role will be leading as the single point of accountability for the Capital Projects Group – Specialized Delivery Track business department for Technical direction.

This role provides strategic and tactical leadership to the development and compliance of appropriate technical track, engineering reviews. Accountable for setting and enforcing technical standards, specifications, and compliance protocols across the division to guarantee the safe, efficient, and reliable asset operations.

Specifically, the Technical Director is responsible for all technical decisions related to track design reviews and performance, ensuring projects meet or exceed regulatory and safety requirements.

What will I be doing?

  • Responsible for the system-wide technical development, including reviews of feasibility studies, detailed design. Taking into consideration track maintenance, condition, and asset management standards and assures compliance to standards throughout the asset lifecycle.
  • Prepares and directs as appropriate proposals of proposed deviations and non-compliances with respect to relevant technical and engineering standards, including process compliance verification of the requisite safety case analysis, and supports deviations to systems engineering and asset management standards where applicable.
  • Acts as the lead within Specialized Delivery – Technical advisory teams for technical matters related to the implementation of track infrastructure schemes that are affordable and take account of safety, operability, maintainability, reliability and environmental impact.
  • Leads in collaboration with the system engineering assurance team, Engineering and Asset management agency divisions, commercial and delivery teams, external stakeholders and regulators to ensure the safety, design and integration of new and enhanced assets into the asset base.
  • Manages complex asset class (or) systemwide technical issues and risks, facilitates effective conflict resolution, and communicates with intra agency divisions, regulators, contracted partners, and other external stakeholders.
  • Directs the implementation of technical specification and standards within designs for Specialized Delivery Design Development.
  • Ensures effective business processes and technical capabilities are in place for the technical reviews in accordance with IDR (Inter Disciplinary Review) practices.
  • Directs (or) supports, in collaboration with EAM Systemwide functions, the development and implementation of asset class RAMS design, integration, maintenance targets across the asset base to meet operational and maintenance performance requirements or supports appropriate root cause analysis processes.
  • Provides expert technical recommendations, helping to implement improvements as needed to optimize asset performance and minimize the life cycle/operational costs.
  • Builds collaborative relationships with senior organizational leadership and gains trust with stakeholders (e.g. customers, other business units, tenants, local transit) to foster good relations, gain support, develop resources, drive results, realize program/project outcomes, manage conflicts, and represent the needs of customers, stakeholders, operations, and maintenance.
  • Leads the development and presents materials to a variety of internal and external audiences to engage staff/stakeholders and promote further awareness and buy-in of Metrolinx objectives and the Metrolinx strategic plans.
  • Creates an appetite for industry excellence and exceptional quality standards in development and implementation of services and transportation solutions
  • Monitors the progress of all assigned technical objectives and deliverables to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved; is able, to explain overages and exceptions

What Skills and Qualifications Do I Need?

  • University Degree in Engineering, Architecture and/or rail sector and related industry experience, or a combination of education, training and experience deemed equivalent
  • Demonstrated experience in asset class/system wide function program/project Management, engineering and/or delivery, testing and commissioning, operations, and maintenance of railway transit systems or related industries.
  • P.Eng. or C.E.T accreditation will be beneficial.
  • Knowledgeable (or) Proficient in project management principles and practices, including scope, budget and schedule controls, to be able to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. design development, project progress, related staff, and project resources) and monitor project activities for adherence to standards and regulations, recommended practices, timelines, and project objectives.
  • Knowledgeable (or) Proficient in vendor management to be able to manage development and delivery of externally provided products and services (e.g. interpret, compile, and administer contracts and memoranda of understanding (MOUs))
  • Knowledgeable (or) Proficient in the Asset Class (or) System wide functional engineering discipline.
  • Knowledgeable (or) Proficient in the planning, validation, acceptance testing, transition to operations and hand back of rail (or) fleet (or) related industry infrastructure.
  • Knowledgeable (or) Proficient in the oversight, evaluation, and assurance of system integration to achieve performance metrics, develop and realize KPI’s for the asset class or systemwide function for reliability, availability and performance requirements consistent with the organizational strategic plan, customer level of service and business objectives
  • Collaborating with industry experts and technical teams to define requirements and specifications, ensuring alignment with regulatory standards and technical feasibility. Engaging with stakeholders to gain approvals for innovative technology solutions that enhance project outcomes.
  • Knowledgeable of design engineering and construction access requirements
  • Rail Corridor Access and isolation planning and implementation
