Job Description:
Reporting to the Chief Digital Officer, Information Technology Services (ITS), the Business Manager is responsible for the effective and efficient financial operations of the ITS department which includes twelve business units. The incumbent is responsible for managing the finances of large, multi-faceted, complex business units and multiple multi-million dollar SIP projects concurrently while exceeding stakeholder expectations and interests that include those of the Chief Digital Officer, Directors and Managers, the College’s Finance Department, and suppliers. The work of the business units reporting through ITS and, in particular, the establishment of sound financial management practices, is both strategic and transformational in nature.
The incumbent is responsible for the development, tracking and auditing of multi-year budgets, for ITS. The incumbent provides data-driven counsel to the Chief Digital Officer, Directors and Managers in setting budget targets, and creates and composes narrative details to describe budget changes. Additionally, the position prepares both annual and quarterly budget submissions and facilitates the resolution of variances across the ITS department.
Working with a team that consists of one Financial Analyst, two Finance and Support Officers, a part-time Finance and Support Officer, Co-op students and/or Temporary Part Time (TP) resources as required, the incumbent provides leadership and financial services related to business operations including: financial and operational performance reporting, forecasting, allocation and procurement management. The Business Manager develops budgets and reviews project tracking processes and oversees the performance of the financial management system. The incumbent provides leadership and oversight to ITS business units when developing ProForma projections, Strategic Investment Priority requests, Annual Reports, and New Position Requests.
The incumbent develops solutions and alternatives for balancing budgets and funding new initiatives. The position is accountable for developing, with input from stakeholders, financial business cases aimed at increasing efficiencies and growing revenues, including leading financial process reviews and supporting the development or review of new programs and lines of business. The Business Manager is responsible for managing the creation of strategic investment proposals during initiation and planning phase. With experience in process analysis and continuous improvement, the incumbent promotes process changes required for improved service and operational effectiveness, employing Lean principles and methodologies.
The incumbent provides analysis for strategic decision-making and is familiar with the College’s Strategic Plan, Information and Technology Strategic Plan, Departmental Strategic Visions, and annual business plans. The incumbent is also able to dialogue and work effectively with personnel at all levels both internally and externally.
The Business Manager is the primary liaison between ITS and the Finance, Human Resources, and Facilities Management departments at the College. The Business Manager is responsible for the development of effective and efficient space solutions, including the aesthetic look and feel of the department facilities, developing short and long-term space roadmaps. The position also serves as the ITS representative on several College committees (ie: College Space, Adaptive Advisory, College Budget Committee, etc).
The incumbent possesses proven leadership, unquestioned integrity, strong relationship-building skills, and an excellent understanding of financial processes and the factors that contribute to learner success and financial sustainability.
The Business Manager is responsible for providing professional financial management leadership, coaching the team in the adoption of the Lean AC Way, and contributing as a member of the ITS Management Team.
Required Qualifications

Minimum four (4) year Bachelor's degree in Business with major in Accounting. An equivalent combination of education and experience can meet educational requirements;

Certified Professional Accounting Designation (CPA, CA, CGA) is required;

Minimum nine (9) years’ experience in senior financial and business planning role, with a strong record of delivering quality outcomes within a defined scope, time and cost parameters, as well as the analysis and development of complex budgets comprised of diverse activity involving both unionized and non-unionized human resources;

Experience leading teams and managing deliverables in a matrixed environment;

Experience working with and presenting to upper management and senior executives;
-
Experience in the development and analysis of complex budgets;
-
Knowledge of Responsibility Centre Management (RCM);
-
Demonstrate success in building and sustaining effective working relationships and openness to enable effective information-sharing at all levels of the organization;

Experience in large organization financial, budget, HR and accounting systems;
-
Experience developing staff in order to accomplish succession plans and strategic goals;
-
Experience in all phases of business process design and redesign;
-
Experience in the preparation of financial statements and reports for all levels. Experience in investigating and explaining variances;

Demonstrated organizational skills.
