About the Ministry
The Ministry of Government Relations is responsible for municipal relations, building and technical standards, First Nations, Métis and Northern Affairs, and the Provincial Capital Commission. The ministry engages a diverse range of partners and stakeholders to plan for and respond to the opportunities and challenges of growth; provide leadership and direction so that integrated public services are available to communities and their residents; and to support responsible governments.
The ministry achieves this by working collaboratively with government partners at the federal, municipal and community levels. Through teamwork and a shared vision, we help those we serve realize the opportunities for growth and address the challenges that come with it. The Opportunity

The Assistant Deputy Minister position offers an ideal opportunity for a highly skilled, collaborative senior executive to help shape the future of Saskatchewan communities to ensure they continue to grow and thrive, and ultimately enhance the quality of life for all Saskatchewan people
Assistant Deputy Minister Responsibilities
Reporting to the Deputy Minister of Government Relations, the Assistant Deputy Minister will provide strategic leadership and direction on all matters involving the province's relationship with municipal governments including funding, legislation, regulations, and policy and program support.
As part of the organization’s executive team, Assistant Deputy Ministers share responsibility for the development, planning and implementation of a strategic direction that aligns with the Saskatchewan Plan for Growth and ensures a ministry-wide perspective is incorporated into the delivery of programs and services.
The Assistant Deputy Minister is responsible to:

Operationalize the Ministry’s vision and mission in relation to the goals of the division;
-
Lead ministry programs to be effective and responsive in implementing strategies that address client needs and align with government direction;
-
Provides strategic options, comprehensive policy advice, briefing papers, recommendations, and perspectives to the Deputy Minister and Minister;
-
Participate in senior, government-wide committees that impact municipal and community services;
-
Manage fiscal and human resources to ensure the effective use of resources in meeting Ministry plan objective;
-
Act as negotiator and principle advisor at various municipal government forums and meetings related to provincial-municipal relations, grants administration and advisory services, municipal governance, municipal finance and administration, public administration, public policy, northern municipal services and community planning; and
-
Negotiate on issues of high provincial priority with the federal government and stakeholders on matters involving financial assistance, legislation, municipal autonomy, and legislative change.
Background and Competency Requirements
This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally dealing with the various levels of government, program and service delivery; and/or public policy development. In addition, you will have:

A solid track record of building and maintaining credible, collaborative relationships across a diverse group of internal and external stakeholders;

Knowledge of Saskatchewan's local government system, its environment, issues, stakeholders, and legislation as well as provincial-municipal relations, governance, finance, and administration;
-
In-depth knowledge of government legislative and regulatory processes and protocols, in particular as it relates to public policy development and financial management;
-
Proven capability to identify and deliver key strategic insights, counsel and policy to ensure decision making is made with the best possible advice, with a high degree of innovation and accountability;
-
Demonstrated consensus building skills, strong leadership and team building skills, with an ability to mentor and develop staff and build organizational community; and
-
Exceptional diplomacy, with well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.
