Salary range for the position is $116,591 to $167,600. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact:

The Director, Medical Staff Contracts is responsible for providing leadership and subject area expertise to ensure the achievement of effective linkages between physician compensation models and clinical service delivery models in the most sustainable and cost-effective manner. The Director is expected to lead the development and negotiation of physician compensation models that will support achievement of clinical service delivery goals, provide input on strategic directions regarding physician compensation models, facilitate consensus with a diverse group of internal and external partners, and implement and monitor physician compensation models that align with both provincial and organizational priorities while offering quality patient-centred care.

Through assessing and identifying critical issues, quality improvement opportunities, physician engagement, and physician compensation models, the Director collaborates with other regional Interior Health (IH) portfolios as well as the Ministry of Health (MoH), Health Employers Association of BC (HEABC) Physician Services and Doctors of BC to ensure the seamless integration of physician initiatives with physician compensation and governance models to enable patient- and family-centered, high-quality care. Crucial to the success of this position is the ability to understand and execute new physician compensation strategies developed by senior IH or MOH leaders that consolidate MoH and IH strategic plans; service objectives; existing or new regulatory/policy requirements; evidence-based practice; and emerging best practices into viable physician service and compensation models for medical programs within IH that will enable the delivery of the expected clinical service delivery models.

What will you work on:

  • Leads the innovation, development, and implementation of new physician compensation models and contracts to meet the evolving service delivery needs and patient-centred care models within IH. This enables the recruitment and retention of physicians to deliver the services required in difficult to fill programs and communities within IH while maximizing the value of IH’s investment in physician services.

  • Plans and leads a collaborative negotiation process for physician compensation models and is responsible for the implementation and monitoring of independent physician or groups of physician compensation service contract deliverables in consultation with key partners.

  • Submits applications to the Ministry of Health (MOH) to obtain external funding and informs contract negotiation with physicians for new or significant changes to service delivery or compensation models. Leads proposals to MOH and Doctors of BC and lobbies for approval of changes to the provincial system of physician compensation to support IH’s risks and gaps in service delivery and to enable funding of new or significant changes in physician service contracts.

  • Seeks approval from MOH and HEABC Physician Services for new contracts as required per MOH’s Contract Authority Responsibilities and Process. Responsible to advocate with these external organizations on behalf of IH for contract details to support the coverage and sustainability of necessary physician services in IH.

  • Develops communication plans and delivers key messages and presentations for innovative or significant physician compensation changes or initiatives throughout IH, the province, and to the MOH. Assists IH and MOH Communications teams with public messaging for issues management and media relations.

  • Responds to MOH, HEABC and individual physician concerns pertaining to service delivery and funding models as appropriate on behalf of the organization. Coordinates information gathering from both a site and provincial level to be able to formulate responses within a timely manner. Provides a forum for improved communication between all physicians who work within IH’s region and MOH administration regarding physician compensation concerns and strategies.

  • Acts as an advisor to the Executive Director in developing and implementing the physician compensation strategies that enable the implementation of clinical service delivery plans and strategies. This includes assisting the Executive Director with strategic and tactical matters as they relate to physician compensation cost benefit analysis, forecasting needs, securing new funding, emerging direction for physician leadership and governance, and BC physician compensation policy and funding changes.

  • Leads physician and internal and external partner engagement to develop and implement the goals and objectives for the physician compensation and service delivery models. This includes the development of key benchmark, performance, and quality indicators to measure the effectiveness of the new models.

  • Leads continuous quality improvement reviews of the value of investment of various physician compensation and contract models used in IH. Designs and ensures the delivery of physician performance and accountability reports for physician clinical service contracts to MOH to demonstrate quality improvement and financial accountability.

  • Supports independent physician contractors and operational leaders in navigating through the myriad of compensation model options available through the MOH and BC Joint Clinical Committee processes.

  • Leads identification, prioritization, planning, and implementation of physician compensation initiatives that improve the access, quality, or quantity of services received by patient groups that are served by independent physician contractors or incorporated physician groups across the full continuum of care spanning departments and facilities within IH

  • Develops and monitors an annual budget, plans and adjusts operations deliverables to meet projections and annual targets, approves expenditures, and prepares summaries for fiscal reporting.

  • Recruits, hires, implements performance management, disciplines, and terminates (if needed) staff as is required to meet portfolio and organization objectives. Leads the development of educational plans, in-service training, and mentorship to support individual employee professional development and provides talent management and succession planning for the Medical Staff Contracts department.

  • Utilizes quality and risk management frameworks to identify priorities for the organization and employs continuous quality improvement and change management techniques to plan and carry out financial and/or service delivery improvements in physician compensation models and/or contracts.

  • Provides information when requested by the MOH or discussed at provincial committees attended by the Director as well as supports responses by IH Senior Executives within short deadlines.

  • Represents IH on provincial committees and working groups as required. When the opportunity arises, leads or participates in provincial working groups as a representative of IH or the MOH.

  • In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

Education, Training, and Experience

  • A Master’s degree in Health Administration, Business Administration or a health-related field.

  • Seven to ten years of management experience related to medical staff contracts, physician engagement and physician compensation models, including program leadership and financial and change management experience in a complex healthcare environment.

  • Or an equivalent combination of education, training, and experience.

Skills and Abilities

  • Ability to work with a diverse group of key partners within and external to IH.

  • Knowledge of physician compensation payment model options, available provincial funding sources and competitive process, and PMA contract language.

  • Demonstrated change management implementation skills.

  • Ability to be innovative in finding solutions to complex problems and creating new models of compensation.

  • Ability to define own continuing education needs and maintain competency through reading literature, management workshops, seminars, and available educational offerings.

  • Flexibility with respect to how, where, and when work is performed. The position entails unpredictable work hours including evening meetings and competing workload demands.
