As a Regulatory Analyst, you will provide regulatory, legal, interpretive, and strategic guidance to the Water Utility, an Approval Holder under the broad range of Federal and Provincial environmental legislation. Operating within a highly complex and evolving regulatory environment, you will apply advanced professional knowledge of regulatory frameworks, legal obligations, and corporate risk management to complex and often novel situations. Primary duties include:
- Serve as a recognized subject matter expert on provincial and federal environmental legislation, regulations, approvals, and policies including the Environmental Protection and Enhancement Act, Water Act, Operating Approvals, Public Lands Act, and Fisheries Act.
- Interpret complex, evolving regulatory requirements and translate them into clear, practical, and defensible direction for planning, design, construction, operations, and maintenance activities.
- Ensure regulatory compliance for the Water Utility operations and capital projects.
- Identify, assess, and manage regulatory risks with potential legal, operational, financial, or reputational implications.
- Track emerging regulatory issues and policy changes, and lead corporate guidance, frameworks, and processes that establish standardized, enterprise-wide approaches to regulatory compliance and risk mitigation.
- Coordinate, review, and submit complex regulatory reports, applications, notifications, and compliance documentation.
- Build and maintain effective working relationships with regulators, internal business units, and external parties.
- Influence regulatory and policy outcomes through informed negotiation and advocacy, balancing regulatory requirements with operational realities and corporate risk tolerance.
Qualifications
- A degree in Engineering, Environmental Science or related Science field and at least 8 years of related experience working within a regulatory environment of a multidisciplinary organization.
- Knowledge of environmental legislations and regulations is required.
- Preference will be given to individuals that have negotiation experience and have working knowledge of complex processes.
- Professional designation will be considered an asset.
- Experience with Digital Regulatory Assurance System will be considered an asset.
- Intermediate proficiency in Microsoft Office Suite will be considered asset.
- Success in this position requires excellent communication and technical skills; candidates must demonstrate good interpersonal skills and be customer service focused.

Workstyle
- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
