The Ontario Association of Children’s Aid Societies (OACAS) has represented Children’s Aid Societies in Ontario since 1912, providing service in the areas of government relations, communications, information management, education, and training to advocate for the protection and well-being of children.

Reporting to the Director, Government Strategic Relations and Public Affairs, the Policy and Communications Analyst will play a pivotal role in supporting OACAS’s advocacy, storytelling, and policy efforts. You will contribute to the development of public policy positions, craft compelling communications, and help shape the narrative of child welfare in Ontario. This role is ideal for a strategic thinker with strong research and writing skills who is passionate about improving the lives of children, youth, and families.

Duties and Responsibilities**:**

Policy Development & Advocacy

  • Conduct research and analysis on key child welfare policy issues, emerging trends, and legislative developments.
  • Prepare briefing notes, policy summaries, consultation responses, and advocacy materials for use with government, stakeholders, and the public.
  • Monitor political and policy environments to identify opportunities and risks that affect Children’s Aid Societies.
  • Support government relations activities and help maintain strong relationships with policymakers, sector partners, and community allies.

Strategic Storytelling & Communications

  • Translate complex policy issues into accessible and emotionally resonant stories that reflect the voices and experiences of children, youth, and families.
  • Draft compelling written content for a variety of audiences, including blog posts, op-eds, social media posts, newsletters, and presentation materials.
  • Collaborate with OACAS staff and team members to align messaging across platforms and campaigns.
  • Develop and maintain stakeholder-facing toolkits, FAQs, and digital content that support OACAS’s advocacy priorities.

Organizational Support

  • Assist in project tracking and implementation across advocacy and communications initiatives.
  • Provide research and writing support for special projects, campaigns, or crisis communications needs.
  • Ensure compliance with reporting requirements, including Lobbyist Registry filings.
  • Perform other duties as assigned

Qualifications**:**

Education and Experience

  • Post-secondary degree in Public Policy, Political Science, Communications, Social Work, or a related field.
  • Minimum 3 years of experience in public policy, advocacy, government relations, or strategic communications; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Knowledge and Skills**:**

  • Exceptional research and writing skills with a demonstrated ability to synthesize complex information into clear, compelling messages.
  • Excellent interpersonal, collaboration, and relationship-building skills, with the ability to engage effectively and foster strong working relationships with internal teams, member agencies, partners, stakeholders, and counterparts in other jurisdictions. Experience with stakeholder engagement, policy analysis, and/or content development.
  • Knowledge of Ontario’s public policy environment, Ontario child welfare legislation, policies, standards, programs, tools and processes.
  • Creative thinker who understands the power of narrative in shaping public perception and driving change.
  • Self-starter with the ability to manage multiple priorities in a fast-paced environment.
  • Purpose-driven and deeply committed to equity, reconciliation, and social justice.
  • Demonstrates emotional intelligence, self-awareness, and adaptability in response to changing team dynamics and evolving sector priorities.
  • Proficiency in full suite of Microsoft Office products.

  • Bilingualism in English and French
