The Information Governance Branch for the Edmonton Police Service requires one (1) Team Lead for the Continuous Improvement Unit. This position is responsible for leading and supervising a team of business analysts, configuration specialist, change specialist and curriculum designer. The successful candidate must be self-motivated, well organized, highly analytical, and possess excellent interpersonal skills.   • Leading and supervising a team of business analysts, configuration specialist, change specialist and curriculum designer
  • Lead the intake process for projects and recommend reports, market scans, and business cases
  • Oversee and work collaboratively with stakeholders and other IT teams to develop specific information technology and information management strategies to address capability gaps. These strategies will plan and drive the technology roadmaps for the organization.
  • Oversee and potentially lead smaller sized projects and proof of concept initiatives
  • Involvement in change management initiatives which support the overall transformation for the Computer Aided Dispatch (CAD), Record Management System (RMS) and Digital Evidence Management System (DEMS).
  • Consulting with other Team Leads to coordinate work activities between teams, taking into consideration complex projects, tasks, and staffing requirements.
  • Provide analytical expertise, guidance, and mentoring to team members.
  • Set performance goals, monitor progress, supervise performance management activities, and provide reports on staff performance.
  • Review, approve, and manage work schedules, providing regular reports on staff availability.
  • Effectively facilitate steering committees, working groups, and workshops with all levels of stakeholders, both internally and externally
  • Establish and improve processes to enable the successful recommendation of applications to meet specific customer business needs, with a focus on enterprise platforms and reducing the overall organizational application footprint.
  • Other related duties as required.

Qualifications:

  • Degree in a related discipline and at least 6 years experience in an IT Analytical role or equivalent including demonstrated ability to lead initiatives of all sizes and complexities. Formal certification in the area of expertise is desirable.
  • OR Post secondary diploma and at least 7 years experience in an IT Analytical role or equivalent including demonstrated ability to lead initiatives of all sizes and complexities. Formal certification in the area of expertise is desirable.
  • Understanding with how a police service uses Computer Aided Dispatch (CAD), Record Management System (RMS) and Digital Evidence Management System (DEMS).
  • Experience creating new processes in CAD and RMS to create efficiencies for the front line
  • Demonstrated ability to manage many concurrent and complex work assignments.
  • Strong knowledge of the BABOK and how it applies to the business analysis work on projects
  • Business Analysis, Project Management, BPMN, Change Management & Strategy training and certifications would be an asset.
  • Previous experience as an IT supervisor in a policing or law enforcement environment would be an asset.
  • Exceptional supervisory and team building skills to develop staff coupled with a strong focus on customer service.
  • Knowledgeable and proficient in business analysis methodologies, standards, best practices, and techniques.
  • Highly proficient at identifying, understanding, and documenting business requirements, workflows, and processes.
  • Superior oral and written communications skills
  • Skilled in the use of analysis, facilitation, and consultation techniques.
  • Ability to create and deliver presentations, facilitate discussions, as well as consult, negotiate and build consensus with a variety of stakeholders
  • Strong inter-personal skills, with the ability to effectively lead and mentor team members.

Hours of Work:
40 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program and will be mostly at the TD tower in Downtown Edmonton at 10088-102 Avenue but may require work at other Edmonton Police Service Facilities as required.

Salary Range:
21B, Salary Grade 039, $54.320 - $69.236 (Hourly), $4,345.60 - $5,538.90 (Bi-Weekly), $113,420.16 - $144,564.77 (Annually).
The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
