With a staff of 14,000, the TCDSB is a dynamic school board and is seeking a permanent position for a Senior Manager, Technical Services within the ICT department.

KEY ACCOUNTABILITIES:
Reporting to and under the directions of the Head, Technology Operations, the Senior Manager, Technical Services will oversee the effective and efficient operation of all enterprise infrastructure ensuring high availability, performance, and security of critical services. The Senior Manager, Technical Services will provide strategic direction for the infrastructure domain, aligning technology roadmaps and standards with business needs and Board policies.
- Oversee efficient and effective operations of enterprise infrastructure ensuring high availability, performance, and security of critical services, including servers, networks, data centers, and cloud services, ensuring system availability, security, performance, maintenance, and after-hours support
- Develop infrastructure strategies, technology roadmaps, and standards aligned with organizational goals, while participating in governance and cross-functional committees and integrating emerging technologies to enhance scalability and resilience
- Lead, mentor, and manage technical staff setting clear objectives and performance standards including workforce planning, recruitment, and resource allocation
- Plan and lead infrastructure projects, upgrades, cloud migrations, and modernization initiatives to support operational and business needs ensuring projects are delivered on time and within scop to support evolving education and administrative requirements
- Collaborate with internal departments, vendors, unions, and external partners to communicate plans, gather requirements, foster strong partnerships, proactively resolve issues and enhance customer satisfaction
- Oversee change management processes and ensure compliance with security, privacy, accessibility, and accessibility requirements (cybersecurity standards, data protection policies, AODA compliance) to minimize risks and meet audit requirements
- Manage budgets, procurement, contracts, vendor performance, and cost control for infrastructure services and technologies.
- Monitor service performance metrics (e.g., system uptime percentages, incident response and resolution times, capacity utilization), identify improvement opportunities, and implement best practices to enhance reliability and efficiency
- Lead incident response, disaster recovery, backup strategies, and risk mitigation to maintain business continuity
- Ensure accurate system documentation, knowledge transfer, and training for support teams and end-users
- Perform other duties as assigned or required
REQUIREMENTS:

A relevant Degree from a recognized university or college in Computer Science, Engineering or related field (or an equivalent combination of education and experience)

Minimum of seven (7) years of relevant experience in a similar capacity managing large-scale ICT infrastructure and operations in a complex, multi-site enterprise environment

Proven ability to lead and manage diverse technical teams, including motivating, mentoring, performance management and coaching staff to support both daily operations and major projects

In-depth knowledge of enterprise IT infrastructure – including Windows server environments, Active Directory, virtualization platforms (e.g., VMware), cloud services (Azure and Microsoft 365), networking (LAN/WAN, Cisco/Aruba wireless), storage systems, and related infrastructure tools. Strong understanding of ITIL framework and cybersecurity best practices for secure, reliable operations

Strong strategic thinking and solution design skills to analyze technological challenges and develop effective infrastructure solutions aligned with business objectives

Excellent analytical and decision-making capabilities, with a track record of proactively identifying issues, evaluating risks, and implementing timely resolutions

Excellent written and verbal communication skills, with the ability to effectively engage both technical and non-technical stakeholders

Strong interpersonal and relationship-building skills to work collaboratively across departments and with external partners and vendors

Familiarity with structured change management processes; able to drive initiatives from planning through execution while maintaining service continuity

Experience in budgeting, financial planning, and vendor management, including procurement processes, contract negotiation, and performance monitoring to ensure cost-effective service delivery

Stay up-to-date with emerging technologies, industry trends, and best practices in infrastructure, operations, and cybersecurity

Professional certifications (e.g., Microsoft, Cisco, VMware, ITIL, or CISSP) are considered an asset.

Must be willing and able to travel occasionally within the Greater Toronto Area and to work outside of regular business hours when required (e.g., for critical incident response or scheduled maintenance)
