We are seeking a Construction Manager to join our team, working collaboratively to enhance the successful delivery of residential construction projects that meet the housing and infrastructure needs of the Seabird Island community.
Under the direction of the Senior Projects Manager, the Construction Manager provides culturally informed leadership and oversight for day-to-day jobsite operations across multiple residential construction projects within the Seabird Island community. This role involves ensuring that all construction projects are completed safely, on schedule, within budget, and to the highest standards, in compliance with the current Building Codes, Plans, and Specifications. The Construction Manager will also engage in community relations activities by supporting apprentices, tradespeople, and community members involved in construction, fostering local training and employment opportunities, and ensuring strong communication with the Housing Department and other departments involved in project delivery.
This is a Full-time term contract position with an end date of March 31, 2027.

What you'll do
Site Supervision and Leadership
-
Provide on-site leadership, coordination, and supervision of construction crews, trades, material suppliers, and Seabird Island personnel across multiple active job sites.

Ensure all construction activities comply with current Building Codes, Seabird Island construction standards, and applicable safety and quality regulations.

Maintain up-to-date knowledge of building codes, construction standards, and industry best practices, adapting work processes as required to ensure compliance.

Plan, coordinate, and schedule general contractors, trade partners, and suppliers to meet project timelines and budget expectations.
-
Conduct regular site inspections, track progress, and prepare detailed reports for the Senior Projects Manager.
-
Work collaboratively with the Housing Department, Community and Family Services Department as well as other departments to address and resolve construction challenges in a timely and culturally informed manner.

Partner with the Senior Projects Manager to oversee the scheduling of trades and the commissioning process, ensuring a seamless transition from construction to occupancy and possession.

Foster a respectful and inclusive work environment, supporting apprentices and community members in developing construction skills and knowledge.
Health and Safety
-
Lead and promote a culture of safety on all job sites, ensuring compliance with Seabird Island’s Occupational Health and Safety policies and WorkSafeBC regulations.

As needed conduct daily safety meetings, perform site inspections, and ensure all workers adhere to safe work practices.

Identify and mitigate potential hazards immediately, documenting and reporting incidents or near misses to the Health and Safety Team.
-
Complete and submit weekly hazard assessments, safety reports, and inspection logs in accordance with Seabird Island’s safety program.

Collaborate with the Health and Safety team to maintain and update the Emergency Response Plan for each project site.

Ensure project sites, equipment, and materials are properly secured to prevent theft, vandalism, or unauthorized access.

Maintain current safety certifications and participate in annual safety and emergency preparedness training.
Permits and Inspections

Coordinate and obtain all required building, plumbing, electrical, and occupancy permits in collaboration with regulatory authorities.

Schedule, attend, and document all required inspections, ensuring construction complies with Building Codes, engineering designs, and Seabird Island standards.

Address and resolve inspection deficiencies promptly to maintain project progress and compliance.
-
Oversee and record final inspections prior to project turnover or possession, confirming that all quality, safety, and code requirements have been met.
-
Contribute to the annual review and update of Seabird Island’s Construction Standards to reflect evolving codes, environmental standards, and best practices.
Project Planning and Administration

Assist in developing project budgets, construction schedules, and resource plans in collaboration with the Senior Projects Manager.

Monitor project progress and expenditures, ensuring costs are managed within approved budgets and timelines.

Review architectural drawings, engineering plans, and change orders, ensuring clarity, feasibility, and alignment with project objectives.

Manage documentation including daily site logs, material receipts, inspection reports, and as-built records to ensure accuracy and accountability.

Support procurement by identifying material and equipment needs, obtaining competitive quotes, and coordinating deliveries.
-
Communicate regularly with the Senior Projects Manager regarding project status, challenges, risks, and proposed solutions.

Contribute to continuous improvement by identifying opportunities for efficiency, cost savings, and sustainable construction practices.

Participate in project meetings and provide input into strategic planning for future housing and infrastructure projects.

What you bring
Education
-
Post-secondary education in Construction Management, Civil Engineering, or a related field; an equivalent combination of education and experience may be considered.

Minimum 2 plus years of experience in residential or community construction management.

Construction Safety Officer (CSO), First Aid Level 1 (or higher), and other relevant certifications are considered strong assets.
Knowledge, Skills, and Abilities

Demonstrated knowledge of the BC Building Code and related regulations.

Proven experience supervising trades, apprentices, and subcontractors in a construction environment.

Demonstrated knowledge of BC Building Code, WorkSafeBC regulations, and applicable municipal and provincial construction standards.

Strong leadership skills with the ability to motivate, mentor, and coordinate teams of tradespeople, apprentices, and community members.

Sound understanding of construction processes, methods, and materials used in residential and community development projects.

Ability to read and interpret architectural drawings, engineering plans, and technical specifications.

Effective problem-solving and decision-making skills, with the ability to adapt to changing priorities and project conditions.

Strong written and verbal communication skills, including the ability to prepare reports, site documentation, and updates for leadership and partners.

Demonstrated commitment to health and safety principles and the promotion of a safety-first culture on all job sites.

Excellent organizational skills and attention to detail, with the ability to manage multiple deadlines simultaneously.
