Reporting to the City Treasurer & Deputy Chief Financial Officer, the Deputy Directoris accountable for the strategic direction and operational management of 7 Finance Divisions in alignment with the Corporate Strategy and Department objectives*.* The Deputy Director will lead the team of Finance Managers responsible for the consistent operation and continuous improvement of accounting and financial systems; to drive the achievement of long-term capital and operating budgets and asset, reserves, and debt management. You are committed to operational effectiveness and efficiency within the Municipality and deliver exceptional customer service to the public. Primary duties include:
- Lead key strategic Finance initiatives, creating a reputation for compelling business strategy and planning, insights, and options for improving operational efficiency.
- Provide subject matter expertise on finance business requirements, process design, process implementation, and organizational change impacts for process change across functional work areas within Finance and the organization.
- Work closely with the Deputy Director, Portfolio Finance to identify and address emerging internal issues. Review and recommend new consistent practices, tools and policies that allow The City to respond to changes and needs dynamically.
- Conduct analyses of cross-functional groups involved in organizational change, identifying potential risks and points of resistance, and developing plans to address the concerns.
- Manage the development and implementation of the Finance Business Unit goals, objectives, policies, and priorities for each assigned service area ensuring allocation of resources for effective service delivery.
- Oversee the annual operating and capital budget process including compliance with consistent procedures and policies, and integrity of the computerized financial planning system.
- Anticipate, determine, and provide timely, accurate, and complete financial information required by the Deputy Chief Financial Officer, General Managers, and Chief Financial Officer.
- Provide strategic and operational leadership, direction, and advice to Finance Managers in support of the business plan, related objectives, and budget requirements.
- Provide departmental leadership through coaching and mentoring that encourages employee development, process improvement, innovative thinking, and self-development.
- Foster a respectful and inclusive workplace that encourages collaboration and commitment to meeting financial objectives.
Qualifications
- A degree in Finance, Accounting, or a closely related field accompanied by a professional designation such as Chartered Professional Accountant (CPA).
- At least 8+ years of progressive management experience including both operational and corporate financial guidance and leadership.
- Equivalent combinations of experience and education may be considered.
- Experienced change leader with a proven track record of leading teams, while aligning practices and processes to improve operational efficiency in a large complex organization.
- The successful candidate will be an ambassador, advocate, and exemplify The City's 4 Cs of Culture: Character, Competence, Commitment, and Collaboration.
- You have demonstrated strategic leadership and management abilities along with the ability to build and maintain professional relationships that strengthen the workplace.
- Proven political acumen, a proactive approach to resolutions, and commitment to excellence and innovation.

- This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Compensation: Level M4 $187,800 - 234,700 per annum
Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.
