Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Maintenance Delivery team within our Rapid Transit division is looking for a Manager, LRT Maintenance Assurance, Systems to join the team! You will support rapid transit operations through a mandate to assure that maintenance services are performed competently and safely in accordance with Project Agreements, applicable law, regulation, rules, codes, standards, and good industry practice.
This role focuses on audit and monitoring of contracted maintenance and rehabilitation services related to LRT Systems and Guideway Elements, including but not limited to Track; Signals & Train Control Systems (S&TCS), Communications Systems, Supervisory Control and Data Acquisition (SCADA) systems, Traction Power Systems, Overhead Catenary Systems (OCS), Tunnels and Guideway Structures and systems-integrated/guideway-based Security and Life Safety Systems.
What will I be doing?
- Manage operational and project activities related to the inspection, maintenance, expansion, and rehabilitation of Metrolinx LRT network infrastructure.
- Audit and monitor contractor work and performance to ensure quality, safety, and compliance with regulatory and contractual requirements.
- Develop project scopes-of-work, specifications, and requirements, evaluating submissions and recommending contract awards for management approval.
- Create requirements for, and reviewing consultant studies together with design proposals, making implementation recommendations.
- Oversee the prioritization of work for minimum disruption to operational efficiency and maintain consistent levels of customer service performance.
- Plan the regular inspection and testing of assets to detect and resolve flaws/defects.
- Analyze reports and records to determine the nature and seriousness of problems and recommending appropriate remedies/rehabilitation/repairs based on cost, safety, service and strategic plans, for management review and approval.
What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering (e.g., Civil, Structural, Transportation, Mechanical, Electrical, Industrial, etc.), applied science, or a related discipline – or a combination of education, training and experience deemed equivalent and applicable for this functional area.
- Demonstrated experience in progressively more responsible roles managing infrastructure maintenance, rehabilitation, expansion, construction, or delivery programs/projects, including leading a team.
- A valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) is an asset.
- A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle).
- Knowledge of rules/regulations/codes/standards established by Transport Canada (TC), American Railway Engineering Maintenance of Way Association (AREMA), American Passenger Transportation Association (APTA), relevant rapid transit agencies, National Fire Protection Association (NFPA), Ontario Provincial and Municipal standards, building codes, contract, safety and environmental legislation as applicable to your functional area.
- Advanced experience-based knowledge of the maintenance of commuter rail or rapid transit systems and associated infrastructure.
Working Conditions
- This position may have on-call and site attendance requirements during maintenance and rehabilitation works outside of regular business hours including weekends and holidays to support Metrolinx rapid transit operations.
- This position will require indoor, underground, and outdoor work under all-weather conditions in active rapid transit corridors with train movements at operational speeds.
