Reporting to the Deputy Minister, the Assistant Deputy Minister of Infrastructure (ADM) is accountable for developing an overarching government strategy articulating a long‑term vision for Government of Nunavut (GN) infrastructure; overseeing the GN capital management governance and planning cycle across 25 municipalities and 12 GN Departments and Agencies; managing the territory‑wide capital project implementation framework; leading the planning, acquisition, management, environmental stewardship and decommissioning of government property and facilities; ensuring safety standards and compliance relevant to northern design and construction; and overseeing operations and maintenance of water, sanitation and facilities infrastructure.

The ADM directly supervises 5 staff and leads an Infrastructure Branch team of approximately 180 staff; oversees the GN five‑year capital plan exceeding $1 Billion and annual capital projects over $500 Million; aligns capital planning, project management, asset management and facilities management functions for a portfolio valued at over $2 Billion and more than 400 GN buildings plus municipal water and sanitation infrastructure; provides executive oversight and an accountability framework ensuring contractual, financial and technical compliance; manages GN responsibilities under capital funding agreements with Canada valued at over $1.58 Billion; leads capacity‑building initiatives for capital project planning and asset management; oversees the Department’s Safety Services Division; and ensures adherence to the Building Code Act, Technical Standards and Safety Act, Fire Safety Act and Safety Act.

Specific Responsibilities Of The ADM Include

• Providing leadership for the government’s medium‑ and long‑term capital investment planning, including frameworks for identifying infrastructure needs, establishing benchmarks for asset conditions, and reporting on progress toward capital planning targets.

• Advising departments and stakeholders on capital planning requirements and strategies to address project management issues and bridge gaps between infrastructure needs and available funding.

• Representing the GN at national forums and federal, provincial, territorial committees on infrastructure and public works, and oversees the Energy Management Program, including major regional energy reduction projects valued at over $70M.

• Leading real property, asset management and facilities management functions, establishing governance for acquisition, use and disposition of properties, ensuring modern maintenance practices, and supporting municipal capacity through policies and programs.

• Providing leadership to regional infrastructure offices, standardizing regional capital project management, overseeing the monitoring and evaluation frameworks, directing Branch operations and staffing, overseeing the Safety Services Division, coordinating GN capital plans, and co‑chairs the Integrated Community Sustainability Plans committee.

• Acts for the Deputy Minister when required.

The knowledge, skills and abilities required for the ADM position are usually obtained through:

• A professional undergraduate degree in public administration, economics, planning, policy, business/finance, or a related field.

• 10 years of experience working at the executive and senior management levels within a public or private sector environment.

• Knowledge of modern project management best practices and considerable experience in project delivery, including at least 10 years of experience leading or managing medium to large size major capital (institutional, commercial, office) projects.

• Advanced knowledge of financial management processes, applicable policies, authorities, standards, and capital and life cycle planning and budgeting and expenditure management controls and reporting.

• Advanced computer literacy and digital acumen, with the technical ability to read and analyze floor plans, and architectural and engineering drawings and renderings.

• Strong technical competencies with Computerized Maintenance Management Software and Project Management Information Software tools.

• Strong verbal and written communication skills, including the ability to communicate complex technical and legal concepts to lay people and subject matter experts.

• Graduate credentials such as Master of Business Administration, Master of Engineering, Master of Public Administration, or Project Management Professional certification are considered assets.

• This is a position of trust and a satisfactory criminal record check is required.
