The Project: Mace is seeking an experienced Digital Transformation Program Manager to support a major technology-enabled transformation program for a confidential government organization. The program will support a multi-year transition to new ways of working as the organization modernises its technology, processes, operating model and workforce capability across business, enterprise technology, operations, finance, service providers and third-party partners. Working within an integrated work process re-design, transformation and change management team, you will provide the planning, governance, delivery coordination and reporting control layer for the program.

Act as deputy to the Program Director, supporting day-to-day delivery, governance and senior stakeholder engagement for the transformation and change management strategy workstream. Lead the build and execution of the agreed change management approach and methodology, ensuring alignment to transformation objectives, system implementation dependencies and the wider transformation roadmap. Create and maintain the integrated change, digital adoption and delivery plan, including milestones, dependencies, deliverables, phase gates, acceptance evidence and reporting inputs. Define and operationalize governance, roles, decision-making processes, escalation pathways, RAID management and reporting cadence for the change workstream. Coordinate delivery of the transformation strategy, master change management strategy, digital adoption approach, KPI framework, leadership coaching plan, risk and resistance plan, delivery model validation and recommendations. Build the delivery elements of the leadership coaching framework, including leader identification, agile and delivery skills gap analysis, coaching interventions, upskilling/reskilling actions and effectiveness measures. Identify transformation risks and mitigation strategies related to stakeholder alignment, delivery model friction, resource constraints, technology dependencies, readiness, adoption, operational continuity and change resistance. Implement success metrics, goals and reporting cadence for change performance, including KPI progress, OKRs, benefits realisation, evidence tracking and governance reporting. Validate the client’s business and Enterprise Technology delivery model and recommend improvements to support system implementation, decision flow, resource allocation, agile ways of working and digital adoption. Coordinate stakeholder workshops, working sessions and governance forums, and prepare concise senior-level materials that summarise progress, risks, dependencies, options, recommendations and decisions required.
You’ll Need To Have
Minimum 6 years’ experience in digital transformation program management, transformation delivery, change management delivery, PMO leadership or integrated delivery management on large-scale technology-enabled programs. Experience acting as a deputy, delivery lead or program manager supporting a digital transformation, technology implementation, operating model change or enterprise delivery workstream. Experience building integrated work plans, delivery roadmaps, milestone plans, dependency registers, action trackers, RAID logs, governance reports and senior decision materials. Strong understanding of change management delivery, including change strategy, stakeholder engagement, readiness, communications, training, adoption, leadership coaching and sustainment. Experience defining governance models, decision rights, escalation routes, role clarity, reporting cadences, success metrics, KPIs, OKRs or benefits tracking in complex program environments. Experience working with business and technology teams to validate delivery models, improve ways of working, reduce delivery friction, support system implementation and drive digital adoption. Strong stakeholder management, analytical and communication skills, with the ability to turn complex inputs into clear plans, risks, options, recommendations and executive-level reporting. Ability to operate in a regulated, public-sector or operationally critical environment and work up to five days per week on site, subject to project requirements.
You’ll also have
A recognized project, program, agile or change management certification such as PMP, PgMP, MSP, PRINCE2, AgilePM, Scrum Master, Prosci Change Practitioner, CCMP or equivalent. Experience in gaming, retail, public sector, finance, infrastructure, technology or other highly regulated transformation environments. Experience coordinating cross-workstream delivery across strategy, process redesign, technology implementation, organizational change management and resource augmentation. Experience using planning and reporting tools such as Microsoft Project, Planner, Excel, Power BI, Jira, Azure DevOps, SharePoint, Teams or equivalent tools. Note: The estimated salary for this position is 180,000 - 200,000 CAD. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
