The Corporate Budget Office is responsible for managing, reporting and providing oversight over The City's operating and capital budgets. The Capital Budget Officer provides strategic leadership and expert financial oversight for The City's $4B capital budget, ensuring compliance, transparency, and modernization of budgeting processes that enable informed decision-making at all levels. As an expert, this position will contribute to the development of the Corporate Budget Office strategy. Building on this mandate, the role is accountable for the following key responsibilities that ensure strategic impact and expert leadership across The City's financial planning framework. Primary duties include:

  • Drive the development of annual service plans and budgets that align with The City's strategic priorities, ensuring compliance and transparency. This role provides authoritative financial guidance to Portfolio Finance and Service Excellence Teams, anticipating emerging fiscal challenges and recommending improvements to processes and policies.
  • Deliver timely, accurate financial reporting for the Executive Leadership Team and Council, presenting monthly and quarterly updates that shape city-wide decisions. Acting as a recognized expert, this role solves complex financial issues with broad organizational impact and contributes to the development of functional strategies.
  • Lead modernization initiatives that transform The City's budgeting processes, including implementing advanced approaches for position and how to budget for the $4B reserve balance. These efforts require the ability to lead large, cross-functional projects with high visibility.
  • Oversee and review the capital budget adjustments to maintain compliance with Council Budget Policy, providing strategic recommendations across all levels of finance. Operating independently in a complex environment, this role ensures integrity and consistency while influencing policy and process improvements.
  • Manage corporate funding strategies and secure external grants to support high-priority initiatives, identifying annual funding capacity and navigating provincial and federal requirements. This responsibility demands expert judgment, proactive problem-solving, and leadership in initiatives that have significant impact on The City's financial sustainability.

Qualifications

  • A degree in a relevant discipline and a Chartered Professional Accountant (CPA) designation with at least 10 years of related work experience.
  • Strategic leadership and management capability to achieve results that are aligned with organizational goals, nurturing an environment to strengthen the workplace and political acumen.
  • Prior experience with a strong understanding of budget policies, processes and procedures.
  • Strong communication skills are essential, along with well-developed analytical, problem solving and financial modelling skills. Ability to exercise a high degree of initiative and operate with a considerable amount of independence.
  • Customer focus orientation and the ability to build relationships with internal and external stakeholders and demonstrate strong teamwork skills.
  • An advanced level of proficiency in Microsoft Office (Word, Excel and PowerPoint) are required.
  • To be successful in the role, the candidate must demonstrate the following knowledge and skills;
    • Authoritative expertise on The City's budgeting framework, multi-year financial policies, and governance processes, with advanced understanding of organizational structure and interdependencies across business units and external parties - critical for consolidating and reporting The City's annual budget to Council.
    • Deep, specialized knowledge of Public Sector Accounting Standards (PSAS) and Municipal Government Act requirements, combined with advanced proficiency in The City's financial systems and reporting tools positioning this role as a recognized expert in municipal financial compliance and technical accounting.
    • Advanced depth in financial analysis, forecasting, and budget strategy, complemented by broad knowledge of economic, regulatory, and operational factors influencing municipal finance.
    • Superior analytical and financial modeling skills to drive informed decision-making under pressure, operating independently with initiative and adaptability in complex environments.
    • Strong leadership capability to align financial strategies with organizational goals, fostering a high-performance culture and applying political acumen to navigate complex stakeholder environments.
    • Exceptional written and verbal communication skills, enabling clear articulation of complex financial concepts to diverse audiences, including Council, senior leadership, and external partners.
    • Strong customer focus and interpersonal skills, with an innate ability to build relationships across business units, colleagues, and external parties, ensuring collaboration and trust in financial planning processes.
    • Strong expertise in team leadership and talent development, with advanced skills in motivating, coaching, and guiding Corporate Finance Leaders and peers, while providing authoritative advice and mentorship to strengthen organizational financial capability.

Workstyle

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
