The Public Service Commission is the central human resource agency for the Government of Saskatchewan. The Commission provides leadership and policy direction to all ministries to enable a high-performing and innovative professional public service. The Commission works with ministries to ensure effective workforce management by supporting the delivery of foundational services such as staffing and classification, and strategic support, including labour relations and organizational development.
Total Rewards is one of five Human Resource Communities of Expertise, where a team of subject matter experts focus on classification and compensation for the Government of Saskatchewan. Total Rewards is responsible for the classification of jobs by developing and applying standardized evaluation criteria, and also develops and administers compensation structures and policies for the public service.
The Opportunity
The Public Service Commission is seeking a collaborative and results-oriented leader with deep subject matter expertise in job evaluation to join a team of professionals in Regina as the Director, Classification in the Total Rewards branch. The Director, Classification, provides leadership and direction to facilitate effective and credible classification systems in the Government of Saskatchewan. The position also oversees the development and maintenance of the classification systems and the delivery of operational classification services.
As the Director, Classification, you will:
- Provide leadership, direction, and operational oversight to the classification and position control functions, including class plan application, scope determination, appeal administration, and the development and maintenance of the plans and tools.
- Lead a team of Classification Consultants and Position Control Analysts.
- Facilitate the development and revision of policies and procedures to maximize the effectiveness of the classification systems.
- Maintain joint union and management maintenance committees.
- Collaborate with HR business partners and ministry clients to provide advice, guidance and training in the classification plans.
- Oversee occupational-specific reviews, research, and analysis on classification issues and identify service-wide relativities and inconsistencies.
- Identify and implement solutions that meet client needs while maintaining the integrity of the job evaluation programs through collaboration and stakeholder engagement.
- Collaborate with cross-functional teams within the Public Service Commission and contribute to initiatives driven by the Classification team, the Total Rewards Branch, the Public Service Commission, and the Government of Saskatchewan.
To be successful in the role, you will have:
- Extensive knowledge and deep expertise in job evaluation, including the development and maintenance of classification systems and delivering classification services.
- Experience in delivering consulting and client services in job evaluation, in both a unionized and non-unionized environment.
- Experience leading, coaching, and mentoring a team to achieve goals and objectives.
- Demonstrated ability to interpret and apply policies, collective bargaining agreements, legislation, and other contractual agreements.
- Excellent interpersonal and communication skills with the proven ability to collaborate, influence, and build relationships with a wide variety of stakeholders.
- Demonstrated ability to model integrity and inclusiveness by being open, acting with empathy, sharing knowledge, and being respectful of all skills and viewpoints.
- Superior organizational skills and the ability to adapt to competing and changing priorities.
Typically, the knowledge for this position would be gained through the successful completion of post-secondary education in Business Administration, Human Resource Management, or a related field, combined with at least 5 years of experience in job evaluation and leading teams. An equivalent combination of education and work experience will be considered.
