**Permanent-**Human Resources Business Partner
Full Time, 40 hours/week
Ottawa, Ontario
The Human Resources Business Partner (HRBP) plays a pivotal role in supporting both organizational and district level HR operations. This position provides expert guidance in areas such as performance management, labour relations, - conflict resolution, employee development, and Employment Law. As a trusted advisor to district leadership and a collaborative partner within the HR team, the HRBP promotes effective HR practices, ensures legal compliance, and contributes to a healthy, respectful, and values driven- workplace.
District Human Resources Support
- Advise district leadership on performance management, attendance, conflict resolution, employment standards, contract changes, and labour relations.
- Build strong partnerships with union representatives and lead or support complex labour relations matters, including grievances, collective bargaining, and arbitration preparation.
- Attend district leadership meetings as an HR representative, offering guidance and best practices.
- Prepare documentation such as corrective actions, termination letters, layoff notices, and legal responses.
- Provide background information and recommendations for escalated HR decisions, including terminations and legal matters.
- Support Occupational Health & Safety compliance within assigned districts.
- Prepare and deliver HR related- training and workshops.
- Educate leaders on collective agreements and labour relations strategies.
- Meet with union officials and staff to maintain positive labour relations.
- Participate in collective bargaining, including research, documentation, and support negotiation strategy.
- Lead or support grievance investigation, mediation, and resolution.
- Partner with the Return‑to‑Work Specialist on medical leaves, accommodations, and escalated leave matters.
Organizational Responsibilities
- Serve as organizational lead for an assigned HR specialty area (e.g., Health and Safety, Investigations, Labour Relations, Policy Development), including research, training, tool development, and providing expert support to the organization.
- Influence and engage senior leaders and cross‑functional stakeholders to implement HR recommendations and organizational initiatives, using strategic communication and relationship‑building.
- Recommend HR process improvements and maintain current knowledge of HR law and best practices.
- Lead harassment investigations, appeals, mediation, and conflict resolution processes.
- Lead or coordinate workplace investigations into harassment, discrimination, violence, and other serious employee concerns, providing expert guidance on policy and legislative requirements.
- Support the arbitration process and collaborate with external legal counsel.
- Monitor trends, legal changes, and best practices within your specialty and develop related training, tools, and resources.
- Participate actively in ad hoc committees, providing HR perspective and recommendations.
Department Support

Contribute to improvements in HR policies and tools.

Collaborate regularly with other HR Business Partners to ensure consistent interpretation of policies, legislation, and practices across districts.

Support HR colleagues by offering guidance and case specific consultation.

Assist with escalated HR Administration concerns.

Respond to Service Canada inquiries and support Ministry of Labour inspection responses.

Conduct research and prepare reports and recommendations on HR matters.
Education and Experience:

Minimum of 5 years of HR experience. Labour Relations experience required.

CHRP designation required.

Strong computer, communication, and interpersonal skills.

Counselling and conflict resolution capabilities.

Experience managing grievances and preparing for arbitration.

Strong understanding of Employment Standards and the Labour Relations Act.

Ability to influence without authority, using data and strategic communication to secure commitment from senior leaders.

Superior investigation skills and ability to manage ambiguity.
-
Strong organizational and time management skills to manage competing priorities.
-
Travel expectations with overnight travel up to 10% of the time.
