Major Purpose

Reporting to the Director of Client and Funding Services (CFS), the Manager, Funding is responsible for managing all aspects of the application, contracting and disbursement processes related to Plans, Studies, Pilot Project and Capital Project initiatives of the Green Municipal Fund (GMF). This role includes the management of funding team staff, coordination of workflow and the oversight of funding applications, contracting and disbursements.

Committed to high-quality customer service, the incumbent manages intake, workflow and metrics related to the funding processes and participates in application criteria review to better meet the needs of GMF clients. This includes reviewing application forms and supporting documents and ongoing support in the development of contracting and disbursement processes and tools including templates, guidelines, interpretations and database and filing systems.

As an active member of the FCM Programs team, the incumbent will support FCM's overall role as a national leading municipal association and will promote the adoption of sustainable technologies

Key Responsibilities

  • Providing guidance and support to the funding team to ensure that GMF clients are assisted through all stages of the funding process in accordance with the funding eligibility criteria.
  • Ensuring compliance with FCM records retention standards.
  • Routinely tracking and reporting on metrics related to funding service timelines, application flow and the overall status of the grant portfolio.
  • Manages all aspects of the GMF loan and grant funding application, evaluation, contracting and disbursement processes for capital projects to ensure the efficient, effective and timely allocation and disbursement of funds.
  • Prepares briefing material to senior management and GMF Council to summarize funding recommendations and to report on progress towards objectives.
  • Reviews and recommends for approval by Finance and the Lending Unit, all requests for changes to contract terms, including liaising with internal or outside legal counsel, as required.
  • Ensures that clients are compliant with all deliverables and reporting requirements to support GMF's strategic planning and reporting process.
  • Works with other Funding Managers to ensure that funding requirements are well integrated in the overall client experience to ensure a smooth, simple and effective overall process.
  • Supports the CFS unit in monitoring and evaluating current funding processes and tools, research and value-added best practices.
  • Understands the needs and constraints of clients, understands federal funding partner legal and contractual requirements, and contributes to the continuous improvement of the funding assessment framework and processes.
  • Participates in research by GMF such as customer surveys and GMF funding criteria reviews to ensure a clear understanding of needs and constraints of clients and to balance customer needs with the requirements of the GMF Funding Agreement.
  • Reviews and assesses GMF-relevant resources and maintains knowledge of current sustainability best practices in the municipal sector.
  • Ensures the funding team provides the GMF Lending Unit with the necessary information to evaluate project merit relative to credit and financial risk, especially for non-municipal applicants and other higher risk files.
  • Contributes to the development and management of annual business and strategic plan including the GMF Annual Statement of Plans and Objectives and the Strategic Plan.
  • Responsible for conduct aligned to FCM’s core competencies and business values.

People Leadership :

  • Hires, trains, and manages the funding team associated with the mandate to build and maintain a productive team with complementary strengths, including:
  • Providing regular feedback to team members, acknowledge success and the need for growth.
  • Managing departmental Professional Development needs and support opportunities for continuous learning.
  • Ensuring that information and knowledge is shared freely among all levels of staff.

Knowledge, Experience and Skills

  • University degree in environmental science, engineering, or a similar discipline supplemented by experience in business administration, program management, funding, or an equivalent combination of education and experience.
  • A minimum of 7 years of progressive professional experience in funding programs, including business planning, financial and human resources management, with a minimum of 2 years in a staff management role.
  • The ability to lead, mentor and coach a highly collaborative, dynamic team in an outcomes-focused, client service environment is required.
  • Strong knowledge in the areas of program management with a focus on sustainable municipal development or environmental issues at municipal level.
  • Strong understanding of financial analysis and budgeting processes, risk management, program or project evaluation, and complex projects or files.
  • Strong program management, priority management and evaluation skills.
  • Knowledge of Canadian contract law and administration within the context of funding programs an asset.
  • Detailed knowledge of sustainability principles, engineering project management tools and project risk management.
  • Excellent client service orientation, strong interpersonal, negotiation and conflict resolution skills.
  • Strong verbal and written communication.
  • Knowledge of, and experience working with municipalities is a strong asset.
  • The ability to work in both official languages (English and French) is required.
