Main Responsibilities
Plan and develop all aspects of large scale projects
- Conduct sophisticated needs assessment to facilitate defining all project aspects such as: scope, objectives, plans, deliverables, and timelines
- Researching and analyzing information, best practices and other relevant initiatives to facilitate project proposals
- Designs, manages and directs short and long term project plans to ensure projects are delivered on time and on budget and in compliance with legislated requirement
- Design, develop and manage the execution of communication plans and other change management strategies that will advance project goals and objectives, ensuring appropriate mechanisms are in place to effective monitor and evaluate project activities
Lead project implementations for large scale projects
- Develops and leads the implementation process for large-scale, high-complexity projects and programs, ensuring the successful delivery, execution, and realization of project goals that align with organizational strategy. This includes:
- Establishing, developing, and executing a comprehensive communication and stakeholder engagement plan that addresses diverse stakeholder groups, including executives, clinical/operational leaders, and external partners
- Creating and managing detailed project roadmaps and action plans, leveraging best practice methodologies, change management strategies, and advanced project management tools
- Providing strategic leadership in coordinating activities and managing cross-functional deliverables across multiple departments, sites, or organizations, ensuring alignment with corporate priorities and regulatory requirements
- Overseeing deliverables with a focus on interdependencies, risk management, and resource allocation, ensuring project activities are well-integrated and executed efficiently
- Leading the tracking, monitoring, and governance of project/program activities, proactively identifying and resolving complex issues, risks, and barriers. Develops and delivers comprehensive progress reports, executive-level presentations, proposals, requirements documentation, forecasts, and recommendations to support decision-making at the senior leadership level
Managing staff and testing resources
- Strategizes with the Manager and Director on recruitment efforts and identification of key project positions to ensure the project team possesses the required technical and other relevant skills to contribute to the success of the project
- Working with direct managers as required to direct, motivate, and coach cross-functional teams, external partners, and vendors to achieve ambitious project outcomes, ensuring accountabilities and performance goals are aligned with organizational strategy
- Delegates responsibilities and assignments with a focus on optimizing resource utilization across multiple workstreams, while fostering collaboration, accountability, and innovation
- Builds and sustains a high-performance team culture grounded in mutual respect, trust, and shared ownership, enabling teams to navigate complexity and deliver results
- Ensures knowledge transfer and capacity building across project teams and operational areas, strengthening organizational readiness and sustainability beyond project close
Monitoring and Controlling

Leads the development, execution, and oversight of complex project/program governance protocols, monitoring frameworks, and control strategies, ensuring rigorous performance management

Develops and oversees robust data collection and documentation processes for complex, sensitive, and large-scale project information, including the preparation of advanced data collection tools to support all stages of multifaceted projects

Applies expert knowledge of large-scale project reporting cycles and program characteristics to design, manage, and facilitate documentation and communication processes, ensuring stakeholders at all levels are fully informed of progress, risks, and outcomes.

Provides transparent and timely communication to all levels of stakeholders, including:

Organizing and chairing executive steering committees, governance forums, and large-scale meetings, providing status updates and facilitating decision-making.

Meeting directly with Project Directors, Sponsors, and other senior leaders to gather requirements, clarify priorities, and align on deliverables.

Anticipates and manages program-level risks, interdependencies, and escalations, applying advanced analytical approaches to inform decision-making, recommend corrective actions, and ensure successful project outcomes.
Ensuring quality standards are met
- Promotes and leads a culture of excellence and continuous quality improvement across all phases of large-scale projects, embedding best practices and supporting a culture of learning through shared educational opportunities that build organizational capacity
- Designs and implements sophisticated quality frameworks to ensure quality improvement initiatives are consistently applied throughout the full lifecycle of complex, multi-faceted projects, aligned with project goals and organizational directives
- Collaborates with internal and external stakeholders to develop and implement evidence-based performance measures, metrics, and benchmarks that align with industry standards and peer organizations
Performing corporate and other responsibilities
- Participates in hospital, departmental, and stakeholder meetings, workgroups, committees, advisory groups, councils, and other forums that influence project outcomes and corporate initiatives
- Serves as a key departmental and hospital representative on large-scale corporate and project-related initiatives, advancing departmental objectives while supporting the hospital’s mission, values, and strategic goals
- Builds and sustains respectful, collaborative working relationships with peers and colleagues across the hospital to foster a productive, safe, and positive environment for staff, patients, and visitors
Qualifications:
- Bachelor’s Degree in Business Administration, Information Technology or recognized equivalent required
- Project Management Professional (PMP) certification or advanced degree in a relevant discipline is preferred
- 8 - 10 or more years of progressive project management experience in a health care environment with experience leading large-scale initiatives; Lean Six Sigma Black Belt preferred
- Subject matter expertise in Diagnostic Imaging, with experience in PACS replacement or related radiology project implementations strongly preferred
- Proven experience with patient-facing applications, digital health innovation, and digital health research, including grant/proposal writing and publishing
- Demonstrated expertise in facilitation, collaboration, and stakeholder engagement, with strong presentation, communication, and customer service skills
- Excellent verbal and written communication skills with the ability to communicate information and ideas, in a manner that is easily understood by others
- Excellent customer service, interpersonal and listening skills with the ability to effectively interact with staff all levels
- Strong organizational and time management abilities, with capacity to manage multiple complex projects simultaneously while maintaining high quality and attention to detail
- Demonstrates knowledge of operational excellence, budget development, quality improvement, change management, and process redesign (Lean/Six Sigma)
- Strong understanding of provincial health care systems and clinical processes, with ability to interpret and use clinical data to drive improvement
