What can you expect from this position?
Reporting to the Director, Baggage Services, this role ensures all baggage projects are planned, delivered, and operationalized in a smooth and transparent manner with minimal impact on live operations. You will ensure all partners and customers are fully engaged and supportive of baggage initiatives, while developing contingency plans during construction disruptions to maintain the smooth flow of passenger baggage. This role is also responsible for collaborating with the GTAA Project Management Offices to successfully deliver the Baggage Capital Program. This includes developing business cases, tracking project delivery and working closely with the project team. You will be accountable for ensuring an efficient delivery of baggage programs with focus on agency stakeholders and regulatory requirements. Baggage is a critical component in many of our programs and processes with key performance targets that are critical to the success of Toronto Pearson and the airlines that serve our passengers. You will lead the Manager of Baggage Programs and Projects as well as the Manager, Baggage Planning and Support to deliver world class baggage programs and project service to the passengers, airlines and stakeholders of Toronto Pearson.
This is a one-year, fixed-term opportunity.
As an Associate Director, Baggage Programs and Project, you will:
- Lead baggage programs and project initiation and implementation in conjunction with other departments of the GTAA and the appropriate Government agencies.
- Develop the 5-year plan for Baggage Programs.
- Identify and implement new technologies to aid with connection and local baggage processing.
- Work with the Baggage Services Team to develop optimum baggage flows that have government agency touch points.
- Act as subject matter expert from a baggage perspective on ITD (International to Domestic), BIWIS (Baggage Image Weight Identification System), HBS (Hold Bag Screening) and OSS (One Stop Security) processes and their associated software tools.
- Manage government agencies’ baggage screening requirements and integration of new initiatives and activities in conjunction with Air Carriers and internal GTAA Partners.
- Support regulatory and policy development to baggage processes, with governments in Canada and the United States (CBSA and USCBP).
- Develop and maintain contingency plans to support baggage processes with Government Agency involvement.
- Lead and manage all aspects of Common Handler service contract.
- Manage implementation of Toronto Pearson Baggage Strategy projects.
- Define project requirements to accommodate growth and capacity.
- Assist in development of business cases to optimize baggage systems.
- Review and approve all project management documents.
- Bring order and consistency to planning and execution of projects while mitigating operational impact.
- Ensure targets are agreed upon and managed within the projects from a quantitative and schedule perspective.
- Build and maintain day-to-day relationships and interactions with partners at CBSA, USCBP, CATSA and TC, includes their day-of teams to foster a culture of transparency, collaboration in addition to serving their unique customer needs.
- Lead people by providing coaching, guidance and development by providing meaningful feedback for personal and career growth.
This is the role for you, if you have:
- 5 years of experience in large airports, airline or similar industry.
- Experience with management in a unionized environment.
- Proven leadership skills and extensive relationship building, problem solving and analytical experience.
- Ability to analyze data to establish trends and root cause analysis using tools such as Excel (MS Office suite).
- Solid verbal and written communication skills.
- Ability to operate and communicate across all levels of the organization.
- Preparing presentations to various levels of the organization.
- Knowledge of complex mechanical systems that operate in a high stress environment.
- Strong knowledge of operations in a large airport.
- Established professional network of airport industry or similar partners and customers.
- Post-secondary degree or a combination of education and relevant experience.
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
