Position Title: Payroll/Human Resources Assistant

Reports To: HR Generalist

Posting Date: May 11, 2026, through to May 17, 2026

Business Division: Human Resources Division

Summary: Reporting to the Division Manager, Payroll/HR Assistant is primarily responsible for the administration of Payroll and Benefits functions. This includes accurate and timely processing of bi-weekly payroll as well as monthly and annual requirements. In addition, the Payroll/ Human Resources Assistant will support key Human Resource functions assisting with recruitment and selection, orientation, training and development, labour relations, performance management and workplace investigations.

Duties Include:

  • Achieve complete internal client satisfaction by producing accurate, complete and timely bi-weekly payroll.
  • Ensure all employee personal information is kept secure and confidential.
  • Responsible for the administration of City’s comprehensive group benefits plan (new hires, terminations and changes).
  • Responsible for communication of all HR and payroll related documentation including, memos, offers of employment, termination letters and performance related discipline correspondence.
  • Maintain accurate and updated payroll and HR information in HRIS (Excel and Vadim) and process all HR/Payroll reports as necessary.
  • Provide consultation and collaborate on wide range of payroll, benefits and HR related issues to City employees and managers.
  • Complete monthly payroll and benefits account reconciliations.
  • Ensure completion of employee Record of Employment (ROE’s).
  • Prepare all payroll related cheque requisitions, including manual payroll cheques and various agency remittances.
  • Ensure annual reporting is generated with accuracy and within mandated deadlines (Pension adjustments, T4’s, EPS Reporting)
  • Responsible for maintenance and administration of City of Estevan’s Municipal Employee Pension Plan (MEPP).
  • Ensure timely remittance of garnishee and WCB payments.
  • Ensures that required reports to federal and provincial tax authorities for regulatory and compliance purposes are formulated accurately and filed and on timely basis and that all year-end procedures are completed (T4’s, Pension Adjustments etc.).
  • Responsible for processing government request forms (i.e. Statistical Information Reports).
  • Work to support and implement HR projects to achieve HR and payroll objectives.
  • Provide assistance with the recruitment and retention function of City of Estevan and act as City’s culture ambassador and gate keeper.
  • Support the delivery of HR programs: New Hire Orientation, Benefits and Pension Orientation and Performance Reviews.
  • Maintain relationships with key vendors and manage several key contracts: Vadim, Benefits (Canada Life), Pension (MEPP), Union Contracts (CUPE and Police Association).
  • Ensure compliance with all applicable legislative regulations and company policies and procedures.
  • Provide support regarding labour relations issues. Assist with the review and investigation of grievances and coordination of management responses at each stage of the grievance process.
  • Ensure that all the relevant paperwork (W1 and EI forms) for WCB claims is completed and submitted on timely basis. Provide additional information to WCB regarding any time loss claims.
  • Maintain union seniority lists accurately.
  • Assist with long term disability claims; including coordination of return to work.
  • Perform other related duties as assigned or required.

Qualifications:

  • College diploma in Human Resources or related discipline preferred.

  • Completion of CPA Level 1 (Payroll Compliance Practitioner).

  • Minimum 3 year’s of Human Resources/Payroll experience with experience in Canadian payroll processing.

  • CHRP or CHRL, professional designation preferred, or in progress.

  • Experience in Unionized environment is an asset.

  • Candidate must possess a valid Class 5 Driver’s License.

Knowledge, Skills, and Abilities:

  • Sound knowledge of Canadian payroll processing requirements.

  • Introductory knowledge of Human Resources.

  • Introductory knowledge of Federal and Provincial human rights and employment standards law.

  • Proficient in the use of office technology including variety office software.

  • Strong organizational and time management skills.

  • Strong oral and written communication skills.

  • The ability to work both independently as well as in both large and small team environments.

  • The ability to work with a high degree of confidentiality and integrity.

  • Demonstrable interpersonal skills and the ability to successfully navigate sensitive and stressful discussions and situations.

Working Conditions:

This position will be in a regulated office environment. Off-site meetings may be required.
