About the Position:
The Lead, Emergency Preparedness plays a key role in strengthening The Royal’s readiness, resilience, and coordinated response to emergencies across all campuses. Reporting to the Director, Transformation & Risk Management, this role drives the Emergency Management Program—shaping policies, training, exercises, and response plans that keep patients, staff, and the community safe.
As a collaborative partner to clinical teams, operational departments, and regional stakeholders, the Lead provides expert guidance, builds a culture of preparedness, and ensures our practices meet Accreditation Canada standards. This role also leads after‑action reviews, supports business continuity planning, and maintains the readiness of our Emergency Operations Centre.

Key Responsibilities
Emergency Management Leadership
- Lead the development, implementation, and continuous improvement of The Royal’s emergency preparedness plans and programs.
- Coordinate hospital code planning, exercises, and evaluations across all campuses.
- Ensure compliance with Accreditation Canada standards, provincial legislation, and IMS doctrine.
- Maintain EM tools, Job Action Sheets, escalation protocols, and departmental plans.
- Provide subject matter expertise to leaders during emergencies and organizational responses.
Training, Exercises & Collaboration
- Develop and deliver emergency management training, including eLearning, in person sessions, tabletop exercises, and simulations.
- Support clinical and operational teams in preparing staff for emergency code response.
- Maintain readiness of the Emergency Operations Centre (digital and physical).
- Collaborate with regional partners, emergency services, Public Health, HEPCO, and other agencies to align practices and strengthen system level readiness.
Standards, Compliance & Continuous Improvement
- Ensure EP policies and procedures are current and legislatively compliant.
- Lead a performance measurement program for emergency codes, including KPIs and reporting.
- Analyze drills, debriefs, and incident data to identify trends and drive improvements.
- Support business continuity planning and participate in patient safety event reviews.
- Promote a safe, inclusive, anti‑racist environment aligned with The Royal’s values.
Qualifications:
- Bachelor’s degree in health sciences, public health, emergency management, or related field; or an equivalent combination of education and experience.
- 3–5 years’ experience in emergency preparedness or emergency management, preferably in a hospital.
- Emergency Preparedness Management Certificate (minimum ICS 200 or CEM).
- Strong knowledge of the Incident Management System (IMS).
- Experience designing and delivering EM training, drills, and simulations.
- Experience in incident or disaster management, including EOC activation.
- Strong planning, risk assessment, project management, and problem solving skills.
- Ability to coordinate effectively with municipal partners, first responders, and healthcare organizations.
- English Level A‑ in oral expression, comprehension, reading, and writing.
- Bilingualism (French/English) is an asset.
Preferred Assets:
- Risk Management Certificate.
- Experience in a healthcare environment.
- Additional project management or risk management training.
