RAM is searching for a motivated and experienced individual in Vancouver, BC. RAM Consulting is seeking a Program Manager to support the delivery of a major trunk sewer replacement and rehabilitation program for Metro Vancouver.
Operating on the owner’s side, this role will provide program-level oversight across a portfolio of water and wastewater infrastructure projects while ensuring strong coordination between engineering teams, Project Managers, and key stakeholders. The Program Manager will help guide the delivery of complex linear infrastructure projects, maintain strong governance and reporting structures, and support the successful execution of projects that are critical to the long-term reliability of essential municipal systems.
Working closely with client representatives, RAM leadership, and multidisciplinary project teams, this role will involve overseeing program performance, supporting Project Managers responsible for individual project delivery, and ensuring alignment between project execution, budgets, schedules, and overall program objectives.
Key Responsibilities
- Provide oversight for a portfolio of water and wastewater infrastructure projects
- Ensure alignment between project delivery, program objectives, and capital planning priorities
- Guide and support Project Managers responsible for project execution
- Monitor project performance, schedules, budgets, and risks across the program
- Work closely with Metro Vancouver, RAM leadership, engineering teams, and operational stakeholders
- Maintain strong communication and alignment across internal and external partners
- Maintain strong program controls, reporting, and financial oversight
- Ensure projects are delivered in accordance with engineering standards and regulatory requirements
What We’re Looking For
- 10+ years of experience delivering large-scale water, wastewater, or municipal infrastructure projects
- Background working on linear infrastructure such as trunk sewers, water mains, or major utility corridors
- Experience working with municipal or utility clients, ideally in an owner-side environment
- Demonstrated ability to support and guide Project Managers within complex infrastructure programs
- Strong stakeholder management and leadership experience within infrastructure delivery environments

Compensation & Benefits
The estimated pay range for this position is $115,000 to $135,000 as of the posting date. Actual compensation within this range will be determined based on factors such as job-related skills, relevant experience, education, and training.
Please note that this range reflects base pay only and does not include the competitive bonus program or the comprehensive benefits package offered by RAM Consulting.
