Job Description Job Description / Accountabilities: Reporting to the AVP, Capital Interpretation and Optimization, the Senior Manager is accountable for the enterprise oversight, governance, and consistency of regulatory capital interpretations across TD. This role requires strong regulatory judgement, the ability to operate effectively in areas of ambiguity, and engage senior stakeholders and regulators on complex capital matters.

Key Responsibilities Include

  • Lead the enterprise interpretation of existing, new and emerging regulatory capital requirements, including OSFI Capital Adequacy Requirements (CAR), ensuring consistent application across all lines of business, portfolios, products, and legal entities.
  • Own and maintain the Bank's capital interpretation framework, including governance standards, approval thresholds, escalation protocols, documentation requirements and periodic review processes.
  • Establish and maintain a centralized inventory of regulatory capital interpretations and assumptions, ensuring interpretations are clearly documented, traceable to regulatory guidance and implementation.
  • Lead and manage the internal governance process for regulatory capital interpretations, coordinating effective challenge across Risk, Finance, Legal, Treasury, and business partners, resolving interpretive differences, and escalating material issues to senior management as appropriate.
  • Serve as the primary point of integration across capital optimization, analytics, and regulatory advocacy activities, ensuring initiatives are aligned with governance standards.
  • Lead or support discussions with the regulator on capital rule clarifications as required, in coordination with Regulatory Risk and senior management.
  • Monitor regulatory capital developments in Canada and other major jurisdictions, assess interpretive implications, and ensure timely communication and alignment across stakeholders.
  • Maintain a strong understanding of TD's balance sheet, businesses, products, and financial markets to inform interpretation judgment and governance decisions.

Department Overview The Treasury and Balance Sheet Management (TBSM) department of TD Bank is responsible for overseeing the management of TD’s consolidated non-trading market risk, funds transfer pricing measurement framework, funding strategies and liquidity risk, and capital position.

Enterprise Capital Management (ECM), within TBSM, is responsible for managing the bank’s capital adequacy and efficiency including the interpretation and application of regulatory capital requirements and capital optimization initiatives; capital allocation methodology; oversight on subsidiary capital management; coordinating regulatory advocacy; developing and reporting on the banks internal capital adequacy assessment process; supporting the analysis of corporate development opportunities; and forecasting and analyzing TDBG’s consolidated regulatory capital requirements

Job Requirements Qualifications / Skills / Experience: Knowledge or experience in the following areas is considered necessary:

  • Minimum 8+ years of relevant experience in capital management, treasury, or risk management within a financial institution.
  • Strong knowledge and understanding of financial services industry. Previous experience with regulatory rule interpretations or capital experience is considered an asset.
  • Proven ability to lead governance processes, drive consensus across functions, and provide effective challenge at senior levels.
  • Experience engaging with regulators, auditors, or senior internal governance bodies on complex matters.
  • Strong digital and analytical literacy, including the ability to work effectively with modern analytical tools, automation and AI-enabled insights to support governance, interpretation, and decision-making.
  • Excellent written and verbal communication skills, with the ability to synthesize complex regulatory topics for senior audiences.
  • Well-developed interpersonal, organizational, and negotiation skills.
  • Ability to plan, manage and prioritize multiple responsibilities while meeting tight deadlines.
