Position Purpose

Provides strategic and operational leadership in the planning, development, and delivery of effective and efficient programs and processes i) to support the establishment of funding agreements and ii) to oversee external funding programs implementation and evaluation. Ensures that administrative processes meet the highest standard in academic and external funding management accountability.

In this role, your responsibilities will include:

  • Directs and oversees all operations related to the external targeted subsidies, including preparation of institutional documents, review of budgets, human resources and use of campus facilities. This includes due diligence on external partner organizations and governments representatives.
  • Formulates, negotiates, reviews and approves for signature projects and programs grants agreements to obtain the best possible terms and conditions needed by the institution. These negotiations include financial arrangements (budgets and payment schedules), ownership and disposition of intellectual property rights, publication rights, liability risks and indemnification requirements.
  • Plans, organizes, directs and controls projects grants and contracts operations in alignment with institutional strategic priorities and policies. Ensures that services to the various stakeholders such as website and other interfacing platforms operate in the most efficient and effective manner while providing a high level of customer service.
  • Directs and controls all aspects of programs and projects implementation while ensuring that business processes comply with the evolving and increasing administrative and regulatory compliance requirements.

Knowledge, Experience and Skills

  • Undergraduate degree and a minimum of ten years’ directly relevant experience, or a master’s level degree and a minimum of seven years’ experience, or an equivalent combination of related education and experience.
  • A minimum of 10 years of progressively responsible experience in research development and administration.
  • Knowledge and experience in policies and practices related to academic program administration normally acquired through hands-on experience;
  • Extensive knowledge of University policies, procedures and management systems;
  • Extensive knowledge of policies, priorities, programs and processes related to external targeted funding;
  • Ability to take a broad, long-range approach to problem-solving and decision-making that involves objective analysis, forward thinking and planning;
  • Demonstrated leadership abilities, organizational and administrative skills;
  • Experience in liaising and maintaining relationships with various stakeholders; Strong attention to detail, risk assessment and conflict resolution skills;
  • Excellent communication and presentation skills to interact with various partners. Ability to clearly develop and deliver information;
  • Experience in human resource and financial management;
  • Demonstrated experience using information systems and software such as MS Windows suite of software, spreadsheets, database, financial systems, e-mail and internet;
  • Excellent written and oral communication skills in French and English.

The rating is determined by a proficiency test designed by the Official Languages and Bilingualism Institute.
