About Us
North Shore Emergency Management (NSEM), a tri-municipal agency providing emergency management services to the District of North Vancouver, the City of North Vancouver, and the District of West Vancouver, is seeking a Manager, Operational Readiness. Reporting to the Director, the Manager of Operational Readiness is responsible for operational planning and response processes. The Manager is a key member of the NSEM management team and responsible for the management of NSEM’s operational plans, operational training and exercising, management of the North Shore Emergency Operations Centre and supporting NSEM volunteers as required.
Position Overview
As the Manager of Operational Readiness, you will play a leadership role in maintaining the state of operational readiness across the North Shore and ensure the tri-municipal North Shore Emergency Operations Centre (EOC) is able to function to its maximum capacity. You bring a high degree of operational planning expertise to this role and ensure the operational policies and processes are in place to support coordinated response and recovery activities across the North Shore. As a leader in the field of emergency management, you are comfortable delivering training to municipal staff, volunteers and stakeholders and able to develop and deliver training exercises at the tabletop, functional and full-scale levels designed to test the state of operational readiness. To support the progressive vision of NSEM, you are highly collaborative and work to build and maintain effective working relationships within the work group, as well as with partners, that promote cooperative goals and contribute to an atmosphere of mutual respect. You are a critical thinker with excellent communication and listening skills with the ability to interact effectively with all internal and external contacts.
In this role you will be on-call 24/7 on a rotational basis and must be available to work outside of regular work hours.
Qualifications
You will have a degree in a relevant field, ideally with a core focus in Emergency Management and Disaster Planning, plus a minimum of five years of relevant experience. Operational work experience in emergency management, specific to an EOC is an asset. A valid Class 5 BC driver’s licence is required. Must be willing to obtain an amateur radio license and be able to obtain an enhanced security clearance.

Salary: The annual pay range for this exempt position is $116,842.20 to $129,497.97 per annum (2024 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
