POSITION PURPOSE
Reporting to the Director, Business Partnerships and Employee and Labour Relations, this position is responsible for developing and delivering People, Equity and Culture (PEC) initiatives aligned with business objectives for designated departments. Sitting as a member of the department’s leadership team, this position serves as a consultant to management on PEC-related issues. Working proactively and collaboratively with the broader PEC team as required and business management, the Sr. HRBP seeks to develop value-added and integrated solutions that reflect the department objectives aligned to the strategic plan. The Sr. HRBP develops and executes enabling change management strategies and plans.

Hybrid: 50% of work schedule in office, with at minimum 2 days a week in office.

MAJOR RESPONSIBILITIES

  • Develops strong business literacy of the assigned department to recognize and support the critical strategic imperatives and plans.
  • Partners with the relevant Commissioners and their leadership team to diagnose and address people issues and/or risks, identifying and engaging appropriate HR and business resources to deliver effective solutions and drive ongoing transformation of the Region.
  • Assesses emerging business, organization or people trends and identifies/implements appropriate solutions.
  • Builds close relationships with the department’s leadership team and is seen as a trusted thought-partner.
  • Provides strategic counsel to the client group with a focus on leadership and cultural change, employee engagement, organizational development, and talent management.
  • Sits as a member of the Commissioner’s leadership team, ensures that the people perspective is represented in all business decisions and drives the department’s talent plan.
  • Facilitates the effective implementation of key PEC programs and initiatives for the assigned department, leveraging the relevant delivery mechanisms within the PEC Communities of Expertise.
  • Ensures the appropriate rewards management, performance management, talent development, learning/development and succession planning tools are in place to achieve the required business objectives.
  • Acts as the key advisor on achieving cultural transformation and works with the PEC Communities of Expertise on required change and communication strategies.
  • Acts as the centre point for contracting and overseeing PEC services needed in order to deliver specific strategic projects and initiatives.
  • Assists the Director in preparing, recommending, monitoring and controlling the Branch budget; prepares the business unit annual budget, special project budgets, and work plans.
  • Continually monitors expenditures to ensure compliance to budget and the effective and efficient use of resources.
  • Monitors and evaluates service delivery and develops effective and innovative program delivery methodologies to meet mandates, legislation and Branch and Regional program service requirements.
  • Liaises with and proactively develops relationships with partners to facilitate the delivery of services.
  • Participates on or chairs committees, meetings, task forces, work groups and special projects, as directed.
  • Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.

QUALIFICATIONS

  • Successful completion of a University Degree or approved equivalent combination of education and experience.
  • Minimum eight (8) years progressive senior management experience in complex public or private sector work environments including demonstrated minimum of two (2) years of direct supervisory experience.
  • Demonstrated understanding of business/operational environments and ability to devise strategic and innovative solutions to address complex human resources issues.
  • Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations.
  • Ability to demonstrate the Region’s leadership and corporate core competencies.
  • Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
