Position Conditions: This position is a full time, permanent position within the Fire and Emergency Services Department at the City of Brandon.
Rate of Pay: $162,274.86 per year (July 1, 2024 Rate)

PURPOSE OF POSITION
Deputy Chief of Emergency Services is responsible for the operations of Brandon Fire and Emergency Services and its Divisions, as directed by the Chief of Emergency Services, and to ensure the seamless delivery of services to the community.
TYPICAL DUTIES AND RESPONSIBILITIES
PLANNING & SERVICE DELIVERY
- Provides leadership, support and direction to divisions (Fire Suppression, Fire Inspections, Public Education, Emergency Medical Services, and specialized rescue teams).
- Provides leadership, support and direction in matters pertaining to provision of Emergency Medical Services. Facilitates approved implementation of new procedure recommendations as provided by the EMS Advisory Committee. Responsible for negotiation of service Contracts with the Brandon Regional Health Authority and other appropriate partners.
- Ensures the Department and Division(s) are providing services in keeping with the City’s vision and guides the Department in developing and maintaining plans for the continued delivery of services.
- In collaboration with the Chief of Emergency Services, develops short and long term goals with objectives for the Department and ensures employees have the necessary understanding, skills, training, and resources to achieve the objectives.
- Establishes efficient work systems and procedures to meet the objectives of the Brandon Fire and Emergency Services.
- Provides input, direction and assistance to Purchasing Department for the procurement of apparatus and other related equipment.

- Demonstrates a commitment to the organization by actively participating in committees, programs, and organizational initiatives.
- Liaise as required in matters relating to the Brandon Fire and Emergency Services with government officials, organizations, agencies, media, and businesses.
MANAGEMENT AND ADMINISTRATION
- (Deputy Chief of Emergency Services performs following duties under direction of Chief of Emergency Services).
- Ensures maintenance of and compliance with policies and procedures including administrative policies, collective agreements, safety procedures, government regulations, City bylaws, etc.
- Management and administration of property, vehicle fleet, information technology, office services, and clerical support.
- Development and maintenance of service level contracts with surrounding municipalities.
- Provides leadership, support, and direction to the Emergency Communications Department.
- Presents Departments issues and recommendations requiring policy direction to City Council and/or appropriate personnel/Departments.
- Develops and ensures maintenance of capital and operating budgets, personnel needs, and resource requirements.
- Interprets legislation, regulations, by-laws, policies, etc. as they relate to the Department services and employees.
- Performs other related duties as assigned or required.

MANDATORY QUALIFICATIONS & EXPERIENCE
- Internal candidates must be actively enrolled in the BFES Succession Development Program and have successfully completed the probationary period in their current role.
- Minimum fifteen (15) years of service in Brandon Fire and Emergency Services or a comparable fully integrated Fire / EMS dual-service department.
- Must hold a full ranked position of Captain, Fire Prevention Officer, Lieutenant, Inspector, or Training Officer in Brandon Fire and Emergency Services or a comparable fully integrated Fire / EMS dual-service department, for a minimum of 1 year.
- Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma
- Must have completed, or be in the process of completing, the Fire Service Administration Certificate from Dalhousie University or a related post-secondary institution.
- Must possess a valid and subsisting Class 4 with Air endorsement Province of Manitoba driver's licence (or equivalent and must be able to transfer to Manitoba).
- Must hold and maintain College of Paramedics of Manitoba License (or equivalent and must be able to transfer to Manitoba ).
Note: Prior to commencing employment, candidates are required to submit the following checks. Each must be valid, clear, and meet the satisfaction of the department. Criminal Record Check, Vulnerable Sector Check, and Child & Adult Abuse Registry Check.
PREFERRED QUALIFICATIONS & EXPERIENCE
- Experience in managing for efficiency and effectiveness in Fire and Emergency Medical Services to bring about change in a municipal and unionized environment.
- Minimum of three (3) years in a progressive leadership position.
- Experience participating in recruitment and selection processes.
- Experience supporting department procurement of equipment and vehicles.

- Sits at a desk using keyboard and office equipment (daily).
- Uses hands, arms, shoulders (daily).
- Stands, walks, operates motor vehicle (daily).
- On site presence (daily).
- Presents to large and small groups (frequently).
PSYCHOLOGICAL/STRESS CONDITIONS
The Deputy Chief of Emergency Services’ workload and environment may affect their emotional or stress levels.
- Deals with opposition or resistance to change (daily).
