About the role
Overview:
As part of the Department of Protective Services, the City of Humboldt is currently seeking to fill one (1) Full-Time Development Coordinator. Under the direction of the Director of Protective Services and/or City Manager, the Development Coordinator is responsible for administering municipal development, permitting, and planning activities related to land use and building development within the City.
This position supports orderly growth and development through the application of The Cities Act, The Planning and Development Act, 2007, and other applicable legislation, bylaws and policies. The Development Coordinator works collaboratively with internal departments, external agencies, consultants, developers, and the public to advance the City's long-term planning and development goals.
Duties & Responsibilities:

Administer, review, and process development permits, zoning applications, concept plans, subdivisions, and related planning applications

Provide recommendations to the Development Officer in accordance with applicable legislation, the Official Community Plan, and Zoning Bylaw

Prepare professional reports, recommendations, and technical advice for Administration, Committees, and City Council
-
Coordinate and administer public notifications, consultation processes, and public hearings
-
Administer and monitor development-related agreements, including servicing agreements and development levies
-
Assist with future land use planning, subdivision design, and updates to long-term planning documents

Maintain accurate planning records, mapping, GIS data, and City-owned land inventories
-
Attend development and infrastructure construction sites to monitor compliance and coordinate follow-up actions

Liaise with City departments, consultants, developers, utilities, provincial ministries, and external agencies

Prepare monthly development activity reports and respond to public inquiries and correspondence

Perform additional administrative and planning duties as assigned
Qualifications:
-
Post-secondary education in Planning, Engineering, or a related discipline from a recognized institution

Experience in municipal planning, land development, or development review (municipal experience in Saskatchewan is considered an asset)

Knowledge of applicable municipal, provincial, and federal legislation, bylaws, and planning principles

Strong written and verbal communication skills

Ability to exercise sound judgment and professionalism in high-pressure or sensitive situations
-
Strong organizational and time-management skills with the ability to manage competing priorities
-
Proficiency in Microsoft Office, AutoCAD, and GIS software
-
Valid Saskatchewan Class 5 Driver's License

Satisfactory Criminal Record Check
Compensation:
- This is an out-of-scope position with a salary range of $64,354-$78,223 (2025 rates) based on level of qualifications and experience
- General work hours are Monday-Friday, 8:00 am-4:30 pm with a 1-hour lunch
- Employees are eligible for the employer-matched defined pension plan, annual paid vacation, and a comprehensive health and wellness plan
