Job Posting PASS – Human Resource Services Officer The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

General Description Of Duties We are seeking an experienced and highly skilled Human Resource Services Officer with demonstrated expertise in employee relations, recruitment and staffing, HRIS systems, performance management, and customer service. Reporting to the Manager of Human Resource Services and the Manager of Labour Relations, this position serves as a trusted advisor to Principals and Vice-Principals, Supervisors, Managers, Union Representatives, and Employees across the Board. The successful candidate will lead day-to-day administration of collective agreements and Human Resources initiatives that directly support school operations and contribute to the wellbeing and success of all staff.
- Administer and intepret Collective Agreements, Employment Standards Act and the Board's policies and procedures, providing strategic advice on interpretation and application.
- Support progressive discipline processes and recommend actions to management.
- Lead full-cycle recruitment and staffing processes.
- Manage staffing processes involving payroll transactions, new hire onboarding, surplus, layoffs, transfers, and experience credit assessments (where applicable).
- Collaborate with Principals and Vice-Principals, Supervisors, Managers, and Superintendents on workforce planning.
- Direct supervision of Human Resource Services Assistants.
- Provide coaching to leaders on performance management.
- Support grievance handling, attend labour management meetings, and bargaining preparation and discussions.
- Lead portfolio and departmental workflow and process improvement initiatives.
Minimum Requirements
- 3-Year Diploma/Degree in Human Resources, Labour Relations, or Business Administration or a relevant field of study in combination with direct work experience.
- CHRP designation preferred.
- Minimum 5 years progressive human resource services experience in unionized settings.
- Experience in labour relations, full-cycle recruitment, supervision, and performance management.
- Strong knowledge of HRIS platforms (iSYS, Edsembli, Apply to Education) and Applicant Tracking Systems.
- Excellent communication and documentation skills.
- Strong conflict resolution, problem solving, and analytical abilities.
- Ability to manage sensitive conversations professionally.
- Excellent organizational and time-management skills.
- Demonstrated customer service excellence.
Salary Range: Level 8, $97,603.27 - $114,830.79 per year in accordance with the PASS Terms of Employment.
Hours of Work: Permanent, full-time, 35 hours per week / 52 weeks per year
Location(s): Catholic Education Centre, 35 Weber Street West, Unit A, Kitchener, Ontario.
OnSite Work Requirements The successful incumbent is to be available to work on-site a minimum of four (4) days per week. During peak operational periods, this position may be required to work on-site up to five (5) days per week to support organizational needs.
