What You Will Do

You will be responsible for overseeing day to day operations and administrative duties for the assigned department. Your role will play an integral part in ensuring transit services, operations and programs are run efficiently and, in a cost effective manner. This role is responsible for the development and implementation of appropriate controls and procedures in accordance with TTC's goals and objectives. You will lead and develop departmental staff and union workforce to ensure a high level of motivation and productivity. You will provide strategic planning and input into development of business plans and performance metrics to ensure achievement of business objectives. Other responsibilities of your role will include: Ensure operational staff meet goals and standards for safe/defensive operating, customer service, and schedule adherence. Responsible for coaching, counselling, enforcement, and disciplinary action to ensure that personnel meet defined goals, objectives and targets. Develop, implement and update safety programs, security enhancements and procedures to meet goals for transit services, safety consciousness and operating environment. Analyze, review, establish resources, and performance measures to meet the challenges of long-range forecasts, expenditure and budget programs. Review resource allocation plans to ensure services are provided in a cost-effective manner. Develop and implement a variety of projects and programs for the assigned area of transit operations. Review and recommend changes to submitted project/program justifications, cost/benefit analysis, schedules, maintenance, and service contract documents. Supervise and manage section and/or unionized employees. Establish annual goals and objectives for overall group performance of operating personnel, including safety, customer service, route management and attendance management. Ensure detailed work assignments are provided to operating personnel. Schedule work assignments and perform a variety of administrative tasks to ensure maximization of resources. Act as a resource and provide consultation, direction, advice and guidance for the Department. Develop, foster and maintain contacts within the transit industry to encourage an information network. Work collaboratively with and ensure harmonious and strong labour/employee/public relations with Union representatives, support staff, municipal officials and the travelling public. Ensure that technologies, systems and other assets related to transit services are delivered in an efficient, safe, reliable and courteous manner. Ensure adherence to established procedures and practices, and take appropriate action as required. Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies. Candidate will be required to participate in the TTC’s Customer Service Ambassador Program.

What Qualifications Do You Bring? Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent. Comprehensive knowledge of business practices and procedures. Good knowledge of technical issues and an extensive body of rules, regulations, procedures and operational issues related to areas of responsibility. Working knowledge of computers and computerized applications related to the work. Superior analytical, investigative and problem solving skills to deal with the complexities of managing a Division. Strong supervisory and interpersonal skills to promote a harmonious working environment for a large unionized workforce and to effectively manage, motivate, counsel, coach, discipline, commend and assess performance of subordinate employees. Ability to multi-task and make sound business decisions in a timely manner to efficiently manage diverse situations. Ability to manage a 24 hour, 7 days per week operation within budgetary expectations directly through other management, supervisory, clerical and operating personnel. Ability to deal with unusual or highly sensitive situations as they arise. Must be well organized and have effective time management skills. Excellent administrative, team building, leadership and decision making skills. Must have several years of related and progressively responsible supervisory experience over a broad range of operational activities including proven project management skills. Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Right Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees. Sound knowledge of policies, legislation, the Collective Agreement and initiatives affecting employees and work practices at an assigned Division. Must have or acquire a thorough knowledge of the TTC’s organizational structure, functions, operations, policies and procedures as they relate to the work performed. Experience managing large scale operational budgets.
