About the role

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Director, Business Systems provides senior management oversight for proactive and innovative optimization of Project Management Information Systems (PMIS) solutions and business systems relationships to drive a culture of continuous improvement, quality delivery, and accountability in support of CPG (GO/UP), and CPG (RT), and corporate business goals.

What will I be doing?

  • Champions the development of an integrated enterprise PMIS solutions framework focused on building continuous quality improvement with associated elements to maintain compliance with corporate goals and regulatory requirements.
  • Provides strategic analysis and advice to executive management on the existing architecture, potential new additions and/or rationalization of system architecture, based on new or evolving requirements.
  • Directs a team of professionals to provide oversight in the management of PMIS; provides leadership to a team of subject matter experts (SMEs) in providing integrated PMIS solutions to end users; oversees the PMIS-related budget, ensuring associated financial accountability, schedule management, and quality control and assurance.
  • Leads the provision of functional and operational requirements for end users and supervise user requests.
  • Works closely with I&IT to assess new tool solutions against user business needs and provides product scans, based on business problems and processes.
  • Builds relationships and trust with a variety of internal departments to establish annual objectives and performance indicators; coordinates with management to develop goals, objectives, and project action plans.
  • Provides a compelling focus on PMIS standards that drives innovative leadership and management techniques for continuous improvement.
  • Provides subject matter expertise to Metrolinx executives and senior management team on PMIS systems and plans.
  • Supports the preparation and oversight of the PMIS-related budget, ensuring associated financial accountability.
  • Manages operating budgets and monitors adherence to budget constraints; takes corrective actions to address issues with adherence to budget and schedule commitments.
  • Leads the planning and assessment of needs, providing direction and oversight to consultant Application Management Services (AMS) resources to ensure an optimum use of external specialists.
  • Provides senior leadership oversight and direction to staff and project teams (e.g. defines team member accountabilities, roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive and optimum use of team skills; manages staff and monitors work assignments for adherence to timelines and resource capacity; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.
  • Establishes relationships with I&IT partners within Metrolinx, taking a proactive approach to exercising influence, as appropriate, to manage and achieve deliverables.

What Skills and Qualifications Do I Need?

  • Completion of a Bachelor degree in Engineering / IT or a related discipline, or a combination of education, training and experience deemed equivalent
  • Demonstrated experience in project management, PMIS applications systems implementation and configuration. Experience in the Transit sector an asset. Experience managing staff/teams
  • Project Management Institute (PMI) or Project Management Professional (PMP) certification and/or process re-engineering certifications; Certified Implementation Specialist by Oracle
  • Implementation Certification for Unifier, P6 & EcoSys, InEight & Primavera Risk Analysis & Reporting tools is a strong asset
  • Demonstrated knowledge of project management principles and concepts to develop various project management processes and procedures and to monitor project adherence to timelines and objectives across all Project management functional areas such as Time management, Risk Management, Cost management, Contract management, Document Management & Portfolio Management.
  • Recognized PMIS expertise to help plan, execute and close project management goals, including the use of PMIS for budget framework (estimating costs), creating schedules and defining the scope baseline, collecting information/data to execute project management.
