About the role

THE ORGANIZATIONAL SETTING The Field Personnel Section (FPS) of the Capacity Development and Implementation (CDI) Bureau is responsible for the management of recruitment processes and administration of employment contracts for international and national experts supporting ICAO capacity development and implementation activities.

In addition, FPS supports the coordination and implementation of the Next Generation of Aviation Professionals (NGAP) Programme, which aims to enhance the visibility and attractiveness of aviation careers and support States and stakeholders in understanding aviation professions and related education and training pathways.

Within this context, the Aviation Career Mapping Consultant will support the development of a structured aviation career cartography, focusing on the identification and documentation of aviation professions and their associated education, training and competency requirements, with consideration of national and regional variations where information is available.

MAJOR DUTIES AND RESPONSIBILITIES Function1 (incl. Expected results)

Develop a Structured And Coherent Aviation Career Mapping Framework, Informed By Relevant Aviation And Education Contexts, To Support a Common Understanding Of Aviation Professions And Related Education And Training Pathways, Achieving Results Such As:

  • Establish a structured framework and methodology for the development of an aviation career cartography, including the definition of a global taxonomy of aviation professions.
  • Develop standardized templates and data structures for aviation career profiles, covering roles and responsibilities, competencies, education and training pathways, certification or licensing requirements, and indicative career progression.
  • Define the scope, parameters and level of detail of information to be collected at global, regional and national levels, ensuring feasibility and consistency.

Function 2 (incl. Expected results)

Develop a comprehensive and harmonized aviation career cartography, informed by the agreed framework, achieving results such as:

  • Identify and document aviation professions across the aviation ecosystem, including both traditional and emerging roles.
  • Develop standardized global career profiles for identified aviation professions, in line with the agreed framework and templates.
  • Ensure coherence, clarity and comparability across career profiles through rationalization and harmonization of job titles and role descriptions.

Function 3 (incl. Expected results)

Document Aviation Education, Training And Certification Pathways In a Structured Manner, Taking Into Account National And Regional Variations, To Support Visibility Of Career Pathways Across The Aviation Sector, Achieving Results Such As:

  • Collect and structure information on education, training and certification pathways relevant to aviation professions, taking into account variations across regions and States where such information is available.
  • Liaise with ICAO Regional Offices, States and relevant stakeholders, as appropriate, to support the collection and validation of career pathway information.
  • Consolidate country-level and regional inputs into a structured and coherent format aligned with the global career mapping framework.

Function 4 (incl. Expected results)

Consolidate and finalize aviation career cartography outputs to ensure quality, consistency and reusability of deliverables, achieving results such as:

  • Consolidate and finalize the aviation career cartography deliverables, ensuring internal consistency and quality.
  • Prepare documentation describing the framework and structure of the career cartography to support future updates or potential digital visualization initiatives.

Function 5 (incl. Expected results)

Performs other related duties, as assigned.

QUALIFICATIONS AND EXPERIENCE Educational background Essential

  • A first-level university degree in aviation, education, human resources, social sciences, engineering, or a related field.

Desirable

  • An advanced university degree (master’s level or equivalent) in one of the above fields or a closely related area.

Essential Professional experience and Knowledge

  • A minimum of five (5) years of relevant professional experience in aviation, workforce development, education and training systems, skills frameworks, or related fields.
  • Demonstrated experience in the development of structured frameworks, classifications or reference tools.

Desirable

  • Experience working with international organizations, States, or multi-stakeholder environments.
  • Familiarity with aviation professions, education systems, and regulatory environments.

Language Skill Essential

  • Fluent reading, writing and speaking abilities in English.

Desirable

  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

CONDITIONS OF EMPLOYMENT Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence or confidentiality upon acceptance of the assignment.

The duration of the assignment is six (6) months, with the possibility of extension subject to availability of funds and satisfactory performance. Compensation is provided at a daily rate ranging from CAD 248 to CAD 392.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944).
