The Role
As the Health, Safety & Environment (HSE) Manager, you will provide strategic leadership while overseeing the organization's health, safety, environmental, and quality management programs. You will be responsible for driving continuous improvement initiatives, ensuring legislative compliance, maintaining industry certifications, and supporting operational teams across multiple business units.

Responsibilities
Provide leadership and direction for the organization's Health, Safety & Environment programs across multiple construction operations. Lead, mentor, and develop a team of HSE professionals while promoting accountability, collaboration, and continuous improvement. Develop, implement, and enhance HSE policies, procedures, and management systems that align with legislative requirements and industry best practices. Partner with project management and operations teams to integrate safety into all phases of project planning and execution. Maintain and continuously improve the organization's Quality Management System and support the integration of quality and HSE initiatives. Lead certification efforts and ensure ongoing compliance with recognized industry standards, including COR and ISO management systems. Plan, coordinate, and participate in internal and external audits while ensuring corrective actions are completed effectively and on schedule. Monitor compliance with provincial and federal health, safety, and environmental legislation, including Ontario's Occupational Health and Safety Act. Oversee incident reporting, investigations, root cause analysis, corrective actions, and organizational learning initiatives. Review hazard assessments, risk mitigation plans, safe work procedures, and emergency response programs to ensure consistent implementation across projects. Analyze HSE performance metrics and develop strategies that improve both leading and lagging safety indicators. Develop and oversee employee and subcontractor training programs focused on hazard recognition, safe work practices, emergency preparedness, and regulatory compliance. Work closely with operational leaders to strengthen employee engagement and reinforce a positive safety culture throughout the organization. Prepare regular reports for senior leadership outlining safety performance, compliance trends, audit findings, and continuous improvement initiatives. Ensure accurate documentation is maintained for inspections, audits, investigations, certifications, and regulatory requirements. Support special projects and other responsibilities as required.
Qualifications
Degree or diploma in Occupational Health & Safety, Environmental Science, or a related discipline. Minimum 7 years of progressive Health, Safety & Environment experience, including several years supporting heavy civil, infrastructure, industrial, or commercial construction projects. Previous leadership experience managing or mentoring HSE professionals. Strong working knowledge of Ontario health and safety legislation, environmental regulations, and construction safety best practices. Experience maintaining or administering COR certification and ISO-based management systems. Experience managing or supporting Quality Management Systems (QMS) is considered a strong asset. Professional designation such as CRSP, CSP, or equivalent is strongly preferred. NCSO designation is considered an asset. Experience leading audits, inspections, incident investigations, and corrective action programs. Excellent communication, leadership, coaching, and stakeholder management skills. Strong analytical and problem-solving abilities with a focus on continuous improvement. Proficiency with Microsoft Office and HSE management software.
