Job Description Position Purpose summary: This position is part of the Management Team at Regina Waterston Ministries. The incumbent is responsible for the Finance and IT activities of the ministry unit with a particular focus on business/financial management and administration. They will also provide Information Technology support for the MU. The incumbent works within and supports the mission of The Salvation Army in Canada & Bermuda.

Accountabilies Strategic initiatives

  • Participates in the establishment of the Ministry Unit strategic plan; consults with stakeholders on various issues concerning the ministry unit
  • Participates in the Accreditation process
  • Responds to complex business/financial inquiries both internal and external to the organization
  • Provides direction, advice and guidance to the Mgt team on business and financial matters

Business reviewing

  • Reviews, approves, & analyzes financial statements and financial results; drafts and/or approves journal entries into the financial system of the ministry unit; prepares and/or approves various account reconciliations including the bank and various sub-ledger reconciliations
  • Prepares and reviews budget(s) for presentation to the management team of the ministry unit; monitors actual against proposed budget on an on-going basis and takes corrective action
  • Meets with departmental managers monthly to review financial reports

Financial management

  • Ensures sufficient cash balances, and approves cash flow budget; approves government reports
  • Authorizes expenditures and/or payment authority in the purchase of goods and services
  • Collaborates with Assistant Executive Director on preparing and implementing of ~$5M budget
  • Ensures development of a capital plan for the facility; maintains current fixed asset inventory

Reporting

  • Assist in ensuring the financial aspects of Government contracts are followed
  • Prepare reports for funders based on contract requirements
  • Compiles and collates statistical, financial, and program information and submits as required for distribution to THQ, DHQ and or government ministry
  • Takes a leading role in the internal and external audit processes
  • Responsible for the oversight of systems relative to financial reporting including HIFIS, Business World, UltiPro, or whatever programs are in use at the time

IT, Network & Communications Support

  • Responsible for Information Technology (IT), Network and Communications systems
  • Responsible to coordinate with outside contractor for all IT work done in Regina Waterston Ministries
  • Responsible to coordinate with all THQ departments in regards to TSA systems, implementation of policies and procedures and any new program launched
  • Responsible to work with contractor to provide installations and upgrades to hardware including workstations, peripheral equipment, and software to assure optimal operations
  • Responsible for administration and configuration of network systems
  • Works with contractor to ensure that network security and remote access points are meeting all Salvation Army standards
  • Maintains inventory of all computer and related equipment and their locations
  • Ensures compliance of computer usage policies
  • Ensures all software licenses are current and accurate
  • Ensures that regular backups of data are performed and regularly tests the backups to ensure they are working, stores backups off-site; ensures all data can be recovered in the event of a disaster
  • Ensures that the residential client database and other programs are functional, meet the user needs and integrate with the programs (eg. HIFIS)
  • Provides support for website and other Social Media platforms
  • Ensures current and future telecommunication needs of the organization are met; reviews and recommends changes and improvements to information and telecommunication systems
  • Manages phone systems including staff additions/changes, troubleshooting and repair, programming feature and liaising with the service provider
  • Maintains phone directory for all sites
  • Coordinates employee cell phone purchases and distribution and troubleshoots cell phone issues

Human Resources

  • Hires, orientates, trains, evaluates, recognizes, disciplines, and terminates in concert with Territorial Standards
  • Submits and acts on incident reports and deals with complaints
  • May participate in union negotiations.
  • Directs the work of the Accounting Specialist

  • Performs other work-related duties as assigned

MANAGERIAL/Technical Leadership RESPONSIBILITY

  • Reports directly to: Executive Director.
  • Provides first line /supervisory direction. Direct reports for this position: Administrative Assistant/Accounting

Financial And Materials Management

  • Provides oversight to the management, safekeeping, proper use and/or distribution of property, equipment and materials including confidential financial and employee documentation and files, reports, departmental budgets and staff payroll
  • Maintains and manages vendors and suppliers listing, quotation and bidding offers, and contracts
  • This role is authorized to spend and disburse small amounts with the use of a credit card in accordance with TSA guidelines
  • Prepares and monitors annual budgets of almost $5 million
  • Provides input and recommendations to the development of new policies and procedures pertaining to the management and allocation of financial resources

Working Conditions

  • This position will be within Waterston Centre, which houses an Emergency Shelter, a Men’s Residential Care Unit, a Community Resource Facility and a Supported Residential Facility
  • Will be expected to travel between sites (Waterston Centre/House, Gemma House and Kate’s Place)
  • Overtime may be required at times to meet deadlines
  • Dexterity to operate a computer keyboard, mouse, and other devices and objects
  • Physically able to lead and participate in training sessions, presentations, and meetings – both in person and on-line
  • Some travel is required for the purpose of training, consulting, community involvement
  • Participation at meetings, conferences and other events may involve travel or evening/weekend work
  • Regular interactions and contact with various types of people suffering from various types of conditions and/or illnesses
  • Exposed to bodily fluids, diseases, wounds, and/or infections on a daily basis
  • May be exposed to various types of unpleasant smells, potential verbal abuse, and clients may sometimes lack appropriate personal hygiene

  • The successful job applicant will have completed an Undergraduate University or Community College degree of four (4) academic years in business management (e.g., Bachelor of Commerce) or equivalent education in a related field.
  • Working towards a professional designation (e.g., Certificate of Business Management) will be considered as an asset.

Experience And Skilled Knowledge Requirements

  • A minimum of five years of previous experience in business management
  • Experience in union environment, working knowledge of collective agreements an asset
  • At least two years of related experience in a medium-to-large organization (70+ employees)

Compensation The target hiring range for this position is $59,571.23 to $74,464.04 with a maximum of $89,356.85.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
