Providing services for the Division, Central Services is comprised of eight departments, in addition to the Board of Trustees. The departments include Education Executive, Communication Services, Facility Services, Student Transportation, Human Resources, Financial Services, Supports for Students and Information Technologies.

JOB SUMMARY
The Senior Manager, Maintenance and Operations is responsible for leading a team in the maintenance and efficient operations of all facilities within Elk Island Public Schools (EIPS) division and helps to ensure learning and working environments are welcoming, caring, respectful, and safe. This work involves developing and overseeing programs and services for preventative and routine maintenance, emergency preparedness, and assessing the operational capability and capacity of all EIPS buildings, manages the maintenance and operations budget, and enforces a safety culture throughout the department. The position maintains effective working relationships with stakeholders and fosters a collaborative, respectful and efficient work environment that contributes to the department’s overall success.
KEY RESPONSIBILITIES
Facility Maintenance Planning and Operations
- Develop and implement cost effective maintenance schedules for both routine and complex preventative maintenance activities that will also help preserve asset integrity and value of all building systems (e.g., plumbing, electrical, HVAC, fire safety).
- Ensure maintenance work complies with environmental, building code and health and safety codes, relevant legislation and administrative procedures.
- Lead the development of an emergency preparedness plan that includes service responses for after-hours incidents.
- Complete Annual Building Inspections (ABI) of all sites and evaluate the operational capability, safety, and capacity of all building structures, systems and components.
- Prepare inspection reports with recommendations for future maintenance activities and for consideration in future EIPS capital and maintenance plans.
- Develop annual and monthly work schedules for maintenance projects and consult with the Projects and Planning teams.
- Collaborate with the Foreperson to determine work priorities, and schedules, plans (weekly, monthly, and annually); identify and allocate required resources to meet operational needs including internal staff and contractors and required materials and equipment.
- Ensure service requests and work orders are entered and managed through the Computerized Maintenance Management System (CMMS) for effective tracking.
- Monitor progress of maintenance projects, work orders and priorities, identify and resolve issues and adjust timelines as needed.
- Conduct inspections and incident investigations to ensure compliance with quality and safety requirements for all maintenance work, including subcontractor activities.
- Ensure efficient data and records management processes to track and report on maintenance activities and resource costs including labour and contractors, materials and parts, repairs, workplace incidents and compliance inspections.
- Advise the Director of major risks of issues or critical emergencies at sites or with building systems that may result in significant operational or safety problems and/or significant costs.
Safety Compliance and Training
- Stay updated on relevant regulations and codes to ensure facilities remain in compliance with safety standards and legislation.
- Provide training and guidance to staff to maintain safe and non-disruptive learning and working environments, emphasizing the safe use of tools, machinery and equipment with safety gear.
- Collaborate with OH&S to conduct hazard assessments, establish safe work procedures, and ensure compliance with provincial OH&S regulations.
- Arrange for specific safety, technical, and emergency preparedness training.
- Implement the emergency plan and system; ensuring clients/users know how to access it during emergency situations.
- Collaborate with OH&S to investigate incidents and workplace accidents, file required documentation for WCB claims and absences and facilitate workplace accommodations.
- Ensure emergency service is available for EIPS’s facilities including for outside of normal working hours, and that staff are available to response to emergencies.
- Ensure an efficient, respectful working environment, and maintenance of safety standards within the team, within the department, and with contractors.
Financial and Administrative Management
- Manage contracts for materials and services including collaborating with Purchasing in the preparation of tender documents for RFP and in the analysis of bids; participating in negotiations for cost-effective terms; and approving service contracts within the level of authority.
- Manage maintenance and operations budgets, oversee inventory management and shipping and receiving functions.
- Approve repairs for equipment and components related to operations and maintenance services to uphold safety and operational standards.
- Manage the section’s budget allocation, monitor material and equipment purchases, prepare contracts and tender submissions, issue and approve contracts and purchase orders, authorize payment of invoices.
- Ensure expenditures are managed in accordance with accepted financial policies and administrative procedures and approve expenses within signing authority matrix.
- Manage the operating budget for assigned maintenance and construction projects, analyze expenditures, and provide rationale for any variance between actual vs. budgeted amounts.
- Participate in the department budget planning process and provide recommendations and a business case with data for the Maintenance and Operations section budget.
Stakeholder Engagement and Performance
- Establish and maintain effective relationships with stakeholders including exchanging information, leading consultations, obtaining approvals, and mediating disputes.
- Consult with departments / school administrators to identify and establish facility needs and for consideration in section work plans.
- Represent EIPS during interactions with Government of Alberta ministries, Municipal representatives, community leagues/groups, and service providers related to EIPS’s facility maintenance and operations.
- Monitor contractor performance for quality control and cost effectiveness, provide feedback, and take corrective actions as required.
- Support the Project and Planning sections with Capital and IMR projects as required including attending meetings as a subject matter expert for maintenance and operations, obtaining permits, and conducting studies and other research.
- Consult with the Director on budget and cost overruns; selecting consultants and contractors for specific maintenance work; and determining action for contractual non-compliance.
Leadership and Operations Management
- Lead the maintenance and operations team in the development and implementation of effective and efficient processes and operations.
- Provide training and mentorship to the Foreperson, and other staff to increase professional knowledge, build skills and abilities, and increase team capacity.
- Ensure staff complete the required job training and provide support for continued professional development.
- Collaborate with Human Resources for recruitment and employee health support and guidance in addressing concerns relating to attendance, performance management, and training.
- Provide training, implement workforce development and succession planning strategies to ensure long-term success and sustainability of the team.
- Respond to school and other stakeholder complaints regarding staff or contractor performance and resolve as appropriate.
- Train, coach, and monitor the progress of staff and ensure disagreements or other issues are addressed and resolved in a timely manner.
- Oversee the management of internal process manuals, templates, forms, and reports.
- Ensure the document and file management system is compliant with access to information legislation such as the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA) and related administrative procedures.
- Participate in regular professional development including the use of emerging technologies.
QUALIFICATIONS:
Education:
- Minimum Required: Technologist diploma in building sciences or related field; or equivalent combinations of training and experience.
- Preferred: Journeyperson trade certification. Degree in engineering or a related field.
Experience:
- Minimum Required: Five years of experience in facility operations and maintenance. Three years of supervision experience.
- Preferred: Seven years of related experience. Experience in a school division or municipality.
Knowledge, Skills and Abilities:
Minimum Required:
- Advanced knowledge of construction, maintenance, and safety regulations, building and safety codes, and related legislation.
- Extensive experience and understanding of building maintenance, facility operations, quality control, related methods and practices with an in-depth knowledge of health, safety and environmental management processes.
- Knowledge of the Municipal Government Act (MGA), Education Act, OHS Act and related legislation.
- Ability to read planning documents, site plans, architectural, engineering and survey plans/drawings.
- Experience developing and negotiating collaborative agreements and contracts.
- Excellent communication and interpersonal skills for effective collaboration with internal and external stakeholders.
- Advanced problem-solving and decision-making abilities.
- Effective organization, time management skills and the ability to prioritize work and establish schedules to meet deadlines.
- Strong understanding of budget development, management, monitoring, and controls.
- Strong leadership, coaching, and team management skills.
- Proficient in Microsoft Office Suite, web-based applications, and emerging technology.
- Knowledge of records management principles and Access to Information Act (ATIA) and Protection of Privacy Act (POPA).

Qualifications, Certifications and Designations:
Minimum Required:
- BOMI certification.
- Valid Alberta Driver’s License and in good standing as per the requirements of the Elk Island Public Schools Vehicle and Equipment Operating Manual and access to a reliable vehicle.
Preferred:
- Certified Facility Manager through the International Facility Management Association (IFMA); or Certified Property Manager through the Institute of Real Estate Management
- Facility Management Administrator Designation or Real Property Administrator through BOMI.
