POSITION OVERVIEW
Surrey Police Service (SPS) has an exciting opportunity for a Covert Intercept Assistant Manager to join our Specialized Operations Division, within the Investigative Services Bureau. Investigations in Policing involve the interception of private communications which are costly, complex and involve many potential risks. These investigations are subject to intense scrutiny as the Courts attempt to balance law and order with the individual’s right to privacy. Surrey Police Service (SPS) is in the process of setting up a Covert Intercept Program. This position will report directly to the Project Manager, Covert Intercept, working closely to support the development and implementation of SPS’s Covert Intercept Program and related operations at SPS. As the Assistant Manager, this role responsible for the management of operational staff within the growing unit which will include project leads, interceptors and translators.
Schedule / Hours of Work
This is an onsite position based on a 37.5 hour work week. Scheduled hours of work will vary based on operational need but will start as Monday – Friday and/or Tuesday – Saturday. This position will also require the candidate to be available for evenings and weekends as required.
RESPONSIBILITIES

Supporting the Project Manager in the drafting of policies, procedures and processes including, but not limited to, authorizations and provisions that permit interception of communications
-
Supporting the Project Manager with detailing project specifications
-
Supporting the Project Manager with managing priorities and developing timelines for project tasks, milestones and deliverables

Supporting the Project Manager with the development of business cases related to staffing, equipment and resourcing needs

Support the Project Manager with designating project resources, preparing budgets, monitoring progress and keeping stakeholders informed

Building strong collaborations with stakeholders including but not limited to vendors and external agencies
-
Providing updates and progress reports, and maintaining appropriate documentation throughout project term to the Project Manager

Direct management of operational intercept staff

Ensuring compliance with relevant case law and legislation
KNOWLEDGE, SKILLS AND ABILITIES
-
Knowledge of Part VI and Part XV of the Criminal Code
-
Knowledge and experience of intercept software
-
Knowledge and experience with intercept products, such as synopses and transcripts
-
Demonstrated leadership and personnel management skills with a proven ability to lead staff and external parties
-
Strong relationship and team-building skills
-
Strong communication skills to convey complex ideas in a way that fosters consensus with relevant stakeholders at all levels.

Demonstrated project management experience

Must understand and have experience with Part VI (Interception of Private Communications) and Part XV (Special Procedures)

A current understanding of the operations of intercepting communications and the production of synopses and transcripts as expected by Crown (specific formats)
QUALIFICATIONS
-
Completion of a diploma or degree supplemented by a minimum of two years directly related experience (including experience with the intercept system and management of monitoring staff).

Project Management Professional (PMP) certification and experience within the public sector is considered an asset.

All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

The salary range is $87,201 to $102,589 (pay grade P1) based on 2024 rates.
