Job Description About the Role We are seeking an experienced Senior Manager, Project Delivery, Transit and Rail Central Canada to lead the execution of transit and freight rail infrastructure projects across the Greater Toronto Area and broader Ontario market. This role sits at the center of our Transit & Rail practice, owning project delivery outcomes across multidisciplinary teams while serving as a key point of contact for major institutional and rail-owner clients. The successful candidate will bring deep technical and commercial fluency across both passenger transit (light rail, commuter/regional rail) and freight rail environments, with a track record of delivering complex infrastructure projects on schedule, on budget, and in compliance with applicable design and safety standards. This role is newly created. Key Responsibilities Project Delivery & Execution Lead end-to-end delivery of transit and freight rail projects, from planning and design through construction support and close-out. Own project scope, schedule, budget, risk, and quality across a portfolio of concurrent assignments. Establish and enforce project controls, governance, and reporting frameworks consistent with corporate and client requirements. Identify, escalate, and resolve project risks and issues proactively, including scope changes, schedule pressures, and resourcing constraints. Client & Stakeholder Management Serve as a senior point of contact for transit authorities (e.g., Metrolinx, municipal transit agencies) and freight rail owners/operators (e.g., CN, CP, ONTC). Manage client relationships and expectations throughout the project lifecycle, including contract administration and change management. Coordinate with third-party stakeholders including municipalities, utility owners, regulatory bodies (e.g., Transport Canada), and adjacent landowners/developers. Technical Oversight Provide technical direction and quality oversight on deliverables prepared by multidisciplinary teams (civil, structural, track & geotechnical, signals, systems). Ensure design and delivery compliance with applicable codes and standards, including AREMA, CSA Z662, Transport Canada Grade Crossing Standards, relevant rail-owner standards (e.g., CN specifications, Metrolinx design standards), and the Railway Safety Act. Review and approve key technical submissions, risk assessments, and engineering reports prior to client issuance. Team Leadership & Resource Management Lead, mentor, and develop a team of project managers, engineers, and project coordinators. Allocate resources across active projects in coordination with discipline leads and resource managers. Support recruitment, onboarding, and performance management for direct reports. Foster a culture of safety, accountability, and continuous improvement. Business Development & Growth Support proposal development, fee estimation, and scope definition for new and follow-on work. Identify opportunities to expand existing client relationships and pursue new transit and rail infrastructure opportunities. Represent the firm at client meetings, industry events, and on relevant industry committees. Qualifications MINIMUM REQUIREMENTS Bachelor's degree in Civil Engineering, Structural Engineering, or a related engineering discipline. 8+ years of experience in project management and/or project delivery within the transit, freight rail, or broader rail infrastructure sector. P.Eng., PMP, MBA, or other relevant professional designation considered an asset. Candidates actively pursuing P.Eng. licensure will also be considered. Willingness and ability to travel within the GTA and Ontario as required. Ability to travel independently to project sites and client locations. A valid driver's licence and access to a personal vehicle may be considered an asset depending on project requirements. PREFERRED QUALIFICATIONS Ideally 15+ years of progressive experience in project management/project delivery within the transit, freight rail, or broader rail infrastructure sector. Demonstrated experience delivering projects for transit authorities (e.g., Metrolinx, GO Transit, municipal LRT/transit systems) and freight rail owners (e.g., CN, CP, ONTC). Strong working knowledge of applicable rail design and safety standards (AREMA, Transport Canada regulations, CN, CP, and Metrolinx Standards, Railway Safety Act). Proven experience managing multidisciplinary project teams and complex client relationships. Demonstrated success managing project budgets, schedules, and contractual risk on assignments of significant scope and value. Experience working with Railway Clients. Familiarity with Railway design standard (Bridges & Structures, Track, GO Design Requirements Manual, Track & Wayside Safety Interlocking) and CN's standard construction procedures. Experience supporting capital program delivery for large infrastructure owners. Existing professional network within the GTA transit and freight rail sector. Excellent written and verbal communication skills, with experience presenting to senior clients and internal stakeholders.
