The Infrastructure Superintendent is responsible for leading and motivating a team of staff and understanding the operational and strategic complexities of parks infrastructure. This position assists in the development of strategic plans, business plans, and budgets (annual and 3-year) while directing and supporting parks infrastructure day-to-day operations. This position is responsible for the maintenance, operation, and repair of infrastructure assets. Primary duties include:
- Plan, implement and track the maintenance, programming, and budgets of Parks Infrastructure assets.
- Assist in the development of long-term strategic plans, and business plans.
- Track and report on performance measures, benchmarks, and annual goals and objectives requirements.
- Develop annual work plans to address parks infrastructure maintenance and program priorities including contingencies for unplanned requests.
- Develop tenders for materials and/or services required in accordance with procurement standards.
- Manage an operational budget to support the annual work plan.
- Ensure good partnership management and community relations through appropriately and timely addressing concerns (e.g., 311 Service Requests,, Escalations, Director and Councilor Inquiries, Investigations etc.).
- Work effectively when dealing with conflict and build consensus, using a range of communication skills.
- Review and manage policy exceptions and develop recommendations for Park Infrastructure Lead, senior management, Director, or others as needed.
- Manage HR activities for an estimated 10 fulltime employees and an additional 35 seasonal employees in multiple jurisdictions including: recruitment; coaching and training (e.g., orientation, Health and Safety training, environmental training, site, and job specific training, etc.).
- Performance management including progressive discipline up to termination; mentoring and staff development.
- Develop schedules/cycles, assign work, monitor progress, and ensure quality and service standards are met.
- Coordinate seasonal staffing requirements with the Parks Workforce Management.
- Oversee Health, Safety and Environmental requirements and administers all HR policies and procedures.
- Participate as a key member of the Operations Division Management Team and relieve for the Parks Infrastructure Lead as required.
- Define level of services and associated budget plans to support customer service expectations.
- Ensure accurate and updated inventory attribute data for assets (primary and secondary) in the Parks Asset and Reporting Information System and Global Information Systems (GIS).
- Oversee the performance of regular asset condition ratings for all assets within the area and their entry into the Parks Asset and Reporting Information System and Global Information Systems (GIS).
- Manage minor life cycle and capital projects; collaborate with the Planning and Development Division to coordinate work related to major life cycle and capital projects.
Qualifications
- A completed Journeyperson Landscape Gardener Certificate and at least 10 years of experience at the Journeyperson level OR
- A completed Two-year Diploma in Horticulture, Business Management, or equivalent and at least 8 years of experience at the Journeyperson level OR
- A degree in Horticulture Management or equivalent and at least 4 years of experience at the Journeyperson level.
- Equivalent combination of education and experience may be considered.
- A personal vehicle for business use is required.
- Ability to obtain a City of Calgary operator's permit.
- A valid Class 5 Driver's License (or provincial equivalency) with no more than 6 demerits (OR a valid Graduated Driver's Licence (GDL) with no more than 4 demerits) and no current charges or suspensions pending is required.
- Proficiency in Microsoft Office (MS Word, Excel, PowerPoint and Outlook), Geographical Information Systems (GIS) and Parks Asset Reporting and Information System (PARIS) will be considered assets.
- Success in this position requires a high degree of political sensitivity and business acumen with effective planning and problem-solving skills.

Workstyle
- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
