Location

This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall located at 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be in person a minimum of 10 days per month.

Position Overview

Reporting to the Supervisor, Site Plan Review, this position is responsible for managing the Site Plan Review process, providing advice on development applications, and ensuring alignment with City planning standards. Process site plan approval requests, interact with applicants, and represent the City in the review process to achieve the City’s land use and growth objectives. This position also prepares, and authors monthly reports and recommendations to the Committee of Adjustment and occasionally to Committee/Council on matters relating to the City’s land use policy and development applications.

Responsibilities

As a key member of the Planning Implementation Team, the successful applicant will:

  • Oversee the Site Plan Review process from pre-consultation to final approval and administer various development approval processes.
  • Receive submissions, confirm completeness, circulate to relevant internal departments, and coordinate review with external agencies.
  • Act as the main contact for applicants, review submissions for compliance with planning policies, and communicate necessary changes or approvals as it relates to development applications (i.e. Minor Variance & Consent; Condominium; and Site Plan Control Approval), policy initiatives, and corporate projects.
  • Prepare and issue Letters of Approval or Site Plan Approval documents.
  • Facilitate communication with staff, applicants, and the public. Attend neighbourhood meetings and participate in appeals to the Ontario Land Tribunal (OLT) as required.
  • Provide planning advice to the Committee of Adjustment for applications related to minor variances, consents, and related zoning amendments.
  • Answer technical questions and offer clarification on applications, ensuring consistency in decisions and adherence to the City’s planning policies.
  • Review applications including plans for condominiums, part lot control, and development permits.
  • Ensure all documentation, including pre-consultation comments, staff reports, and approval letters, are accurately prepared and communicated to applicants and internal teams.
  • Respond to information requests from internal and external stakeholders, including the public. Provide guidance on zoning, site engineering, and development policies.
  • Participates and leads Department and Corporate teams in the review of issues and establishment of positions and strategies on matters of corporate interest and represents the Department or City on external project teams and committees.
  • Coordinate with other departments to provide clear, accurate, and timely information about the status of applications.
  • Duties and responsibilities are inclusive, but not limited to the above.

Requirements

Qualified applicants will have a University Degree in Planning or a related field and Membership or Candidate membership of Ontario Professional Planners Institute (OPPI) is an asset. A Master’s Degree in Planning and/or Urban Design would be considered an asset. Qualified applicants will also have two (2) to four (4) years of relevant planning work experience, preferably in the municipal environment. Familiarity with the Planning Act, other Planning legislation and development processes are desired. Additionally, the applicant must possess a strong working knowledge of computer applications, such as Microsoft Office. Experience with ArcGIS or Amanda is also preferred. This position may require occasional travel between sites and/or City facilities and must provide own transportation.
