About the role

Subsidiary: MILLER GROUP

Summary The Operations Manager is responsible for overseeing the day-to-day operations of Shwe Miikaan Miller 2020 LP, ensuring projects are delivered on time, on budget, and to high standards of quality and safety. This includes coordinating with the Ontario Ministry of Transportation (MTO) and leading a multi-disciplinary team to ensure all Provincial Highway Maintenance and Capital Improvement projects are delivered successfully. Projects include: various Highway and Bridge reconstruction projects as well as one Highway Maintenance project.

Responsibilities Operational Management

  • Ensure compliance with all health, safety, and environmental regulations.
  • Manage project schedules, resources, materials, and equipment.
  • Coordinate subcontractors, crews, and suppliers to maintain productivity and timelines.
  • Oversee daily highway maintenance operations
  • Monitor and improve efficiency and profitability across project operations.

Project Planning & Delivery

  • Work with project partners to plan new and ongoing maintenance and construction work.
  • Monitor progress, resolve delays, and adjust resource allocation as needed.
  • Develop, implement, and maintain management plans for Quality (QMP), Safety (SMP), and Environmental (EMP) compliance.
  • Ensure that all work meets Contract Specifications.

Team Leadership

  • Lead and manage field operations personnel, administrative staff, and subcontractors, ensuring MTO qualifications and training are met.
  • Supervise and support site forepersons, crew leaders, and field staff.
  • Lead recruitment and training initiatives for team members
  • Promote a positive, inclusive, and safety-first work culture.

Relationship & Partnership Building

  • Serve as the primary contact and authorized representative for Shwe Miikaan Miller 2020 LP in all communications with the MTO.
  • Build and maintain respectful working relationships with First Nation leadership, community members, and other stakeholders.
  • Ensure local Indigenous hiring, training, and subcontracting plan is clearly communicated with all stakeholders.
  • Attend community and progress meetings and contribute to transparent communication around project impacts and benefits.
  • Ensure compliance with the Highway 69 Endangered Species Act Agreement including training, fencing, and reporting protocols.

Qualifications Required:

  • 5+ years of experience managing large-scale civil construction, highway maintenance, or infrastructure projects.
  • Proven leadership in operations or project management.
  • Strong knowledge of MTO standards, specifications, and contract administration.
  • Good understanding of Occupational Health and Safety requirements in a highway maintenance context.
  • Experience leading multi-disciplinary teams and subcontractors.
  • Experience working in or with Indigenous communities or partnerships.
  • Excellent organizational and communication skills.
  • Ability to provide required documentation (resumes, certificates, inspection reports) to verify qualifications before work begins.

Preferred

  • Post-secondary degree in Civil Engineering, Construction Management, Business Administration, or related field.
  • Direct experience with MTO Contractor Directed Maintenance Contracts (CDMC).
  • Familiarity with MTO’s Maintenance Management Information System (MMIS) and Automated Mobile Data Collection System (AMDCS) technology.
  • Knowledge of environmental and cultural protection practices, particularly related to the Endangered Species Act.
  • Experience with government contracts and public infrastructure funding.
